USAID/SITES oversees the Monitoring and Evaluation (M&E) aspects of the HIV and Family Health for the USAID supported implementing partners. This includes the DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) and Key and priority Populations. DREAMS and KP/PP programs aim at reducing HIV vulnerability in these special groups.
Job Summary:
The Strategic Information Technical Support (SITES) Project is a seven-year project that was awarded by the United States Agency for International Development (USAID) to Social & Scientific Systems Inc. (SSS), a DLH company. The purpose of the SITES Project is to facilitate, promote and enhance evidence-based programming and reporting in Uganda’s health system, particularly in areas of Family Health (MCH, FP, Nutrition, malaria, WASH, TB), HIV/AIDS as well as orphans and vulnerable children (OVC).
The overall purpose of the consultancy is to support the SITES team in Strengthening OVCMIS reporting and M&E capacity building at Implementing partner, district and service delivery sites for complete, timely and valid reporting and use of OVCMIS data.
Roles and Responsibilities:
- Design data collection tools, schedules, analysis methods, and applied learning approaches for stakeholder training.
- Conduct desk analysis of reports from OVCMIS of current and historical data for selected indicators and submit a report in formats as specified by USAID/SITES.
- Support organization and facilitation of collaborative interventions with IPs, Districts and CSOs
- Support qualitative and quantitative data collection processes and strategies during annual OVC DQAs and SQAs
- Support organization, implementation and evaluation of quarterly data review and learning meetings for USAID IPs, CSOs and MGLSD.
- Support districts and service delivery sites to conduct OVCMIS data quality assessments and improvement activities.
- Facilitate competency-based M&E training of staff at service delivery sites, districts and implementing partners.
- Identify and document strength, weaknesses, lessons learnt and best practices for each supported IP, CSO and district in relation to M&E for HIV/AIDS/OVC
- Manage funding and submit accountabilities for any activities conducted in the officers’ line of duty
- Perform additional responsibilities of similar nature, as may be assigned by the Capacity building team lead.
Minimum Qualifications
- Bachelors’ degree in Social Sciences, with a masters’ degree in Public Health, Project planning or Equivalents is desired. A professional qualification in M&E is an added advantage.
- Demonstrated Leadership skills and a supportive management style
- Demonstrated strong facilitation, relationship building, negotiating and influencing skills especially within a complex public, donor, private and IP environment
- Self-driven with the competence to prioritize and manage a variety of activities in a timely manner to meet competing deadlines
- Ability to work with minimum direct supervision
