Role Overview:
The Supply Chain Officer – Procurement is responsible for coordinating the procurement function at the Yumbe Office. This includes ensuring that requests for goods and services are processed promptly and that tasks are executed in a manner that delivers value for money in compliance with IRC’s standard operating procedures.
Key Duties and Responsibilities:
Procurement:
- Receive Purchase Requisitions and Item Forecasts, ensuring accuracy before processing.
- Ensure all procurements are properly documented and tracked for easy access to procurement records.
- Assist in sourcing processes by issuing RFQs, RFPs, and other sourcing tools to vendors.
- Participate in bid analysis and evaluation reports.
- Coordinate deliveries with suppliers, logistics teams, and requesters in a timely manner.
- Conduct vendor performance reviews, market surveys, and key procurement calendar activities.
- Maintain a database of reliable suppliers for various categories of supplies, goods, and services.
- Prepare and submit periodic reports as required.
- Perform additional tasks as assigned.
Reporting:
- Prepare monthly activity reports for submission to the Senior Supply Chain Manager – Yumbe Office.
- Produce a monthly commitment status report.
Systems Compliance and Improvement:
- Adhere to IRC Uganda’s policies in finance, logistics, IT, security, communications, and human resources.
- Follow new procedures and guidelines from the Country Director and Supply Chain Coordinator (SCC).
- Ensure compliance with IRC’s Sexual Abuse and Exploitation Code of Conduct, reporting violations as necessary.
- Assist in activities to prevent sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.
Confidentiality:
- Maintain confidentiality about IRC’s practices and business acquired during duty, sharing information only in the execution of official duties.
Qualifications, Skills, and Experience:
- University degree in Procurement, Business Administration, Financial Accounting, Logistics, or a related field (CIPS qualification is an added advantage).
- Fluent in English (both written and spoken).
- At least 3 years of prior experience in supply chain management, ideally in a multicultural environment.
- Strong communication and staff management skills.
- Proficiency in Microsoft Office (Word, Excel, Outlook).
- Familiarity with Procurement ERP systems.
- Knowledge of procurement principles and contract management.
- Strong interpersonal skills and ability to work under pressure.
- Commitment to IRC’s goals and values, demonstrating a systematic approach to work.
