Job Opportunity: National Project Coordinator – Enterprise Development

The International Labour Organization (ILO) seeks a dynamic National Project Coordinator – Enterprise Development to support its programme in Uganda. This role involves ensuring effective implementation of project activities aligned with the Decent Work Agenda, focusing on inclusive socio-economic growth, labour market strengthening, and empowerment of host communities and forcibly displaced populations.

Key Responsibilities

  • Analyze economic and labour market trends to design enterprise development and small business promotion interventions.
  • Develop tools and knowledge products to support ILO social partners in local economic development assessments and market systems development.
  • Facilitate employer organizations’ and trade unions’ participation in enterprise development initiatives for host communities and refugee settlements.
  • Lead capacity-building efforts for local partners, including training providers and business development service (BDS) providers.
  • Support grant scheme design for entrepreneurship and business start-ups in refugee host communities.
  • Monitor and evaluate project interventions, providing guidance on planning, monitoring, and reporting.
  • Prepare technical progress and financial reports for ILO and donors.
  • Develop and update the project work plan, ensuring alignment with results-based management (RBM) principles.
  • Represent the ILO at meetings with UN agencies, donors, and local stakeholders.
  • Collaborate with other projects to create synergies and enhance outcomes.
  • Ensure gender-sensitive planning and implementation in all project activities.

Qualifications and Experience

  • Education: Bachelor’s degree in economics, social sciences, or a related field, with strong knowledge of development issues in Uganda.
  • Experience: Minimum of 3 years in project management, grant administration, and implementation, with technical knowledge in enterprise development and market systems approaches.
  • Languages: Fluency in English and knowledge of a national language.

Competencies

  • Knowledge of social and economic development, labour trends, and employment policies.
  • Ability to build strong relationships with stakeholders, including government, employers, and workers’ organizations.
  • Proficiency in project management, monitoring, and reporting tools.
  • Strong communication and policy advocacy skills.
  • Commitment to promoting gender equality in project activities.
  • Proficiency in Microsoft Office and relevant software.
