Job Overview:
The WASH Officer will lead the planning, design, implementation, and supervision of Water, Sanitation, and Hygiene (WASH) interventions in Raising The Village’s partner communities. This role requires collaboration with various teams such as the Planning, Evaluation, and Learning (PEAL) team, Procurement team, local authorities, and community stakeholders to ensure successful WASH projects. The ideal candidate will have expertise in technical designs for WASH infrastructure, cost estimation, contract management, and project implementation.
Key Responsibilities:
Program Design:
- Conduct evaluations of water access points and WASH needs assessments in target communities.
- Assist the PEAL team in planning the construction, rehabilitation, and repair of WASH facilities.
- Develop and review technical designs and cost estimates for WASH infrastructure.
Procurement and Contract Management:
- Develop Request for Proposals (RFPs) as needed for the procurement of services and materials.
- Provide technical support during bid evaluations, ensuring alignment with project requirements, budgets, and timelines.
- Prepare contracts for vendors and oversee WASH-related procurements.
- Review contractor reports and ensure infrastructure meets the required quality standards.
Program Implementation:
- Ensure timely procurement and contract management for WASH projects.
- Supervise the construction, repair, and rehabilitation of water and sanitation systems, ensuring adherence to standards.
- Work with local water management committees (WMCs), community structures, and authorities to improve WASH infrastructure sustainability.
Coordination and Collaboration:
- Build relationships with Local Government, Ministry, and Department Officials as well as NGOs and other agencies working in the project area.
- Provide technical assistance for WASH activities and foster collaboration.
Monitoring and Reporting:
- Provide regular reports on WASH activities and monitor progress against work plans.
- Maintain accurate tracking records for water supply and sanitation infrastructure activities.
Qualifications:
- Bachelor’s degree in Engineering, Water Resource Management, or a related technical field.
- Additional qualifications in Project Planning and Management are a plus.
- Minimum of two years’ experience working with NGOs, engineering firms, or water utilities.
- Proficiency in AutoCAD, CAD, GIS, waterCAD/Epanet software, and GPS devices.
- Experience drafting Bill of Quantities (BOQs) and working on groundwater development projects.
- Advanced skills in Microsoft Excel, Word, and other relevant software.
- Excellent communication skills in English.
- Ability to make sound, independent decisions and manage personal schedules for fieldwork.
- Strong interpersonal skills, integrity, and adherence to RTV’s code of ethics.
- Willingness to travel to remote areas in Western and Mid-Western Uganda.
