Job Summary:
The Activity Finance Manager will be responsible for overseeing financial management and ensuring adherence to national legislation, USAID regulations, and AAIU policies for the Citizens’ Action Against Corruption Activity. Reporting to the Finance and Operations Manager and Chief of Party, the role involves supervising two Finance and Administration Officers and ensuring efficient financial operations.
Key Responsibilities:
- Accounting & Finance:
- Ensure compliance with USAID rules, AAIU financial procedures, and Ugandan statutory obligations.
- Prepare and submit annual and quarterly financial and accrual reports to USAID.
- Manage cash disbursements to vendors, staff, and partners.
- Liaise with auditors for financial reviews and ensure audit recommendations are implemented.
- Manage project cash flow and oversee bank account transactions.
- Ensure proper handling of tax and statutory deductions according to Ugandan and US government laws.
- Ensure timely liquidation of funds advances per AAIU policies.
- Budget & Audit Management:
- Lead annual work plan and budget development.
- Conduct financial reviews and analyze budget variance.
- Identify and mitigate financial risks.
- Build capacity of sub-grantees in USAID compliance.
- Team Leadership:
- Oversee finance and procurement operations.
- Mentor and build capacity of finance staff.
- Ensure compliance with USAID and AAIU financial policies.
- Work closely with AAIU management and project accountants across the federation.
Qualifications:
- Education:
- Bachelor’s degree in Commerce, Accounting, Finance, or Business Administration.
- ACCA or CPA Uganda certification is required.
- Master’s degree in Financial Management is an added advantage.
- Experience:
- Minimum of 8 years of experience in accounting/finance.
- At least 5 years of experience working on USAID-funded projects.
- Skills:
- Strong financial and analytical skills with attention to detail.
- Excellent communication skills for interacting at multiple organizational levels.
- Proficiency in Microsoft Office and computer-based accounting systems (e.g., SUN System 6.3).
- Ability to lead technical and administrative teams.
- Experience in capacity building for grantees.
- Willingness to travel to field offices as needed.
