Job Summary:
The Monitoring, Evaluation, and Learning (MEL) Coordinator will support the Citizens’ Action Against Corruption project by leading the MEL function, ensuring effective monitoring, evaluation, and learning processes. This includes managing the Activity Monitoring, Evaluation, and Learning Plan (AMELP), overseeing project performance management, fostering an evidence-based learning culture, and strengthening MEL capacity for staff and partners. The MEL Coordinator will also facilitate adaptive management and program design through participatory approaches and ensure accurate data collection, analysis, and reporting in line with USAID standards.
Key Responsibilities:
- MEL Leadership:
- Manage the AMELP and ensure alignment with project goals.
- Lead data management and knowledge sharing on AAIU’s Management Information System and EAGLES knowledge management platform.
- Support the development of MEL systems, tools, and databases.
- Use MEL findings to inform project management and adaptive programming.
- Collaboration and Reporting:
- Work closely with the Chief of Party (COP), Grants Manager, and other teams to provide data analysis and performance indicator updates.
- Contribute to quarterly and annual reporting, including progress against targets and disaggregated data.
- Capacity Building:
- Strengthen MEL technical capacity for staff and partners.
- Facilitate a learning culture focused on evidence-based decision-making.
- Data Analysis:
- Lead the analysis, use, and dissemination of performance data.
- Ensure MEL systems integrate gender and social inclusion measurements, especially governance-related outcomes.
Qualifications:
- Education:
- Bachelor’s degree in social sciences, economics, or statistics.
- Postgraduate diploma or Master’s degree in Monitoring and Evaluation, Project Planning, or Management.
- Experience:
- At least 7 years of experience in MEL, with a minimum of 5 years in a leadership role for donor-funded projects (preferably USAID-funded).
- Strong understanding of USAID MEL requirements, guidelines, and best practices.
- Skills:
- Proven ability to design and implement MEL systems and data collection tools.
- Experience using data for program design, management, and decision-making.
- Excellent communication skills in English, both oral and written.
- Demonstrated ability to work on MEL systems that promote gender and social inclusion.
