Salary Scale: UGX 1,900,000 – 2,000,000 (Gross per Month)

About the Position

Project Title: Spotlight Initiative 2.0: To Eliminate Violence Against Women and Girls
Overall Project Objective: Adolescent girls and young women access universal health, fully enjoy their Sexual and Reproductive Health Rights (SRHR), and are free from all forms of Sexual and Gender-Based Violence (SGBV) in the public and private spheres, at the workplace, and online in Uganda.
Project Duration: June 1, 2024 – December 31, 2024

We are seeking a highly motivated and experienced GBV Officer to lead the Spotlight Initiative 2.0 project implementation in Kyaka II Refugee Settlement. The Project Officer will be responsible for the project’s day-to-day operations, ensuring all activities are implemented effectively and efficiently to achieve the project’s objectives.

Key Duties & Responsibilities

Under the direct supervision of the Protection Manager, the GBV Officer will be responsible for the following duties:

Program Implementation:

  • Plan and implement Spotlight project activities, focusing on SRHR and GBV prevention and response, in line with program documents and Alight’s strategic goals.
  • Lead and manage the project team, supervising and motivating staff.
  • Develop and implement a detailed work plan for the project, aligned with the project proposal and budget.
  • Oversee project activities and provide guidance and support to community structures and staff using the SASA! Approach.
  • Manage the project budget and ensure adherence to donor regulations.
  • Monitor and evaluate project progress, collect data, and prepare regular reports for donors and stakeholders.
  • Build and maintain strong relationships with government counterparts, local authorities, UNHCR, OPM, and other stakeholders.
  • Ensure effective communication and coordination among all project partners.
  • Identify and address challenges or risks during project implementation.
  • Represent Alight’s work and Spotlight project activities in coordination meetings at district and settlement levels.
  • Document lessons learned and best practices.
  • Develop approaches to community awareness activities to ensure targeted, strategic outreach to refugees.
  • Provide leadership in site-level GBV/Protection coordination meetings, updating on Spotlight activities, disseminating best practices, and troubleshooting issues.
  • Provide regular feedback to the Protection Manager on progress, lessons learned, achievements, gaps, and other issues for timely response.
  • Document Spotlight activity reports with in-depth analysis on progress against indicators.

Staff Development and Management:

  • Provide technical and programmatic leadership for GBV staff and community-based structures.
  • Develop staff performance measurement and targets, appraising them based on set targets.
  • Conduct daily field visits to support staff through technical backstopping and training duty bearers.
  • Uphold Alight’s code of conduct and principles on accountability.

Monitoring and Evaluation:

  • Contribute to the quality implementation, monitoring, and evaluation of projects and interventions.
  • Identify, document, and disseminate project successes and challenges, following up on action points.
  • Assist in participatory needs/vulnerability and capacity assessments of affected communities.
  • Participate in project evaluations and assist in the analysis of results.
  • Complete other duties as assigned by the Supervisor.

Requirements

  • University degree in Public Health with emphasis on reproductive health, Social Sciences, Social Work, Gender Studies, or related field.
  • At least three years’ experience working in GBV programming and SRHR, preferably in refugee settings.
  • Knowledge of transformative approaches for social norm work and SASA! methodology.
  • Experience promoting community-level behavior change targeting GBV and gender inequality.
  • Ability to conduct comprehensive interviews and provide accurate assessments.
  • Experience managing project workflow, developing work plans, and monitoring and evaluating projects.
  • Fluency in written and spoken English and the language of the local population.
  • Motorbike riding experience and permit preferable.
