Job Summary:

The Head of Clinical Services (HCS) shall be responsible for the operational management and legal compliance of the Health Centre according to Ministry of Health Standards and Policies. The HCS will manage clinic related budgets, support the human resources of the clinic, communications and adherence to the National Health Standards as per Ministry of Health and World Health organisation guidelines. The HCS shall focus on clinical excellence, ensuring policies and SOPs are in line with Ministry of Health policies, WHO and best practice.

 

 

Roles and Responsibilities

Administration

  • Understand, internalize the NA vision, values and objectives
  • Ensure that all clinic related policies and SOPs are updated, disseminated to medical staff and ensure compliance
  • Submit medical teams’ requirement to HSC and ensure they are availed on time
  • Attend and participate in SMT meetings
  • Ensure that the Clinical Heads of departments are delegated tasks according to the Health Centre goals and are reporting back on a regular basis
  • Identify clinic related funding gaps in the clinic and make proposition to management

Critical care pathways

  • Ensure all care is delivered according to Ministry of Health approved guidelines
  • Ensure triage and diagnosis pathways are followed and documented
  • Ensure algorithms for care are developed and adhered to
  • Carry out routine audits on care and treatment in every clinic department and report findings to senior management
  • Ensure internal monitoring mechanisms are developed including internal audit committees (prescription, diagnosis, MCH, dispensing, medical consumables management)
  • Ensure continuous CMEs/ CNEs are given according to findings of audit

Documentation

  • Ensure that all medical staff and departments develop coordinated daily, weekly and monthly plans,
  • Manage all documentation tools with approved specifications
  • Ensure all clinic related policies have appropriate SOPs and tools
  • Ensure all clinical based reports are submitted on time
  • Ensure that utmost confidentiality is exercised with Medical Centre documents and registers.
  • Ensure that reports are reviewed before they are shared with CD to ensure that we are sharing quality reports

Capacity Building

  • Mentor, coach and provide medical staff with continuous feedback.
  • Ensure medical staff capacity is assessed every 3-6 months or according to findings from internal audit and make recommendations for training and forward to HR
  • Ensure that the capacity of medical staff is evaluated to equip them new procedural and treatment of new diseases and viruses
  • Recommend and propose internal trainings by partner organizations and Ministry departments to HR for all staff to foster performance improvement at all times

Monitoring

  • Monitor and manage clinic related expenditure and variances on assigned budget ensuring they conform to NA’s financial policies and the agreed upon budget.
  • Coordinate clinic project reviews and evaluations together with the M& E team

Reporting

  • Review drafted of monthly, quarterly, half yearly and annual reports, work plans and budgets by all departments
  • Review all clinic related external reports- HMIS, IDI, DHO etc. before submission

Advocacy and Networking

  • Work with appointed IDI liaison officer to ensure programme is operating according to plan
  • Ensure that the Health Centre is stocked with supplies from Stakeholders that donate supplies for free
  • Ensure that Clinic hygiene is maintained according to SOP
  • Manage relationships with government, District Health Centres and other medical entities in Nurture Africa’s area of operation

Human Resource Management

  • Participate in the recruitment of competent new clinical staff for technical medical positions to work in the clinic department.
  • Supervise the medical human resource and provide appropriate technical support.
  • Attend to the clinic heads of departments grievances and report to Human Resource manager
  • Coordinate the setting of performance objectives and approve the set targets by the clinic heads of departments
  • Determine clinic related staff gaps within the Health Centre and work with HR on filling these gaps
  • Manage clinic teams through setting, agreeing with and documenting staff performance targets and appraise according to schedule

Risk Management

  • Forecast clinic related risks in the Health Centre and propose applicable measure to mitigate these risks
  • Develop and manage a risk register with clinical team
  • Develop lessons from risks solved and draft policies to enable the institution curb these risks

 

 

Minimum Qualifications

  • The applicant must hold a Master’s degree in Public health, post graduate diploma in health management
  • 5+ years in an advanced management role (preference given to those with health management experience)
  • Proven experience in health care management or other managerial position
  • Thorough understanding of project/program management techniques and methods
  • Excellent knowledge in health practices
  • Excellent knowledge of MS Office
  • Outstanding leadership and organizational skills
  • Excellent communication skills
  • Excellent problem-solving ability
  • Exceptional time management
  • Previous stakeholder management skills
  • Strong knowledge of the current guidelines of health from the MOH
  • Proven proposal writing experience
  • Problem, and organizational skills
  • Proposal writing skills
  • Report writing skills
  • Donor Relations skills
