Role Overview:
The Medical Officer will assist the Health Manager in ensuring the effective, efficient, and quality delivery of clinical services, as well as managing medicine and medical supplies for the well-being of the population in Yumbe.
Key Objectives:
- Assist in monitoring clinical services, reproductive health (RH), pharmaceutical supplies, and infection prevention control (IPC) at the facility levels.
- Provide timely, complete, and accurate periodic service reports.
- Reduce irrational drug prescriptions and frequent stockouts.
Key Responsibilities:
- Provide comprehensive evaluation and health services to persons of concern, adhering to Ministry of Health guidelines and the UNHCR public health strategy.
- Coordinate integrated service delivery at health facilities, covering mental health, NCDs, nutrition, HIV care, RH, including consultancy and outreach visits.
- Conduct daily ward rounds for inpatient (IPD) patients and attend to emergencies (medical and surgical) while on duty.
- Ensure adequate coverage by the health team at clinics and rational prescription and use of medicines and supplies.
- Monitor the availability of supplies and alert clinical services and health managers as needed.
- Coordinate clinical audits, chart reviews, and mortality audits as part of continuous learning.
- Identify training needs and provide on-the-job training and mentorship for multi-disciplinary healthcare teams.
- Evaluate patients for referral and ensure services are accessed at the point of referral.
- Support emergency reproductive health services, including basic emergency obstetric and neonatal care.
- Coordinate with district health authorities and other agencies to optimize health outcomes and avoid duplication of services.
- Engage with the refugee community to encourage health-promoting behaviors.
- Ensure consistent and timely collection, utilization, and reporting of health data.
- Represent the health program in relationships with district health authorities, UN agencies, community leaders, and other NGOs.
- Conduct disease surveillance activities and manage outbreaks.
Qualifications, Skills, and Experience:
- Bachelor’s degree in medicine and surgery.
- At least two years of clinical management experience in an emergency setting.
- Registration with the Medical and Dental Council of Uganda.
- Proven track record in managing common clinical conditions.
- Knowledge of grants management is an added advantage.
