The International Rescue Committee (IRC) is a global humanitarian organization dedicated to helping people whose lives and livelihoods are shattered by conflict and disaster. Founded in 1933 at the request of Albert Einstein, the IRC works in over 40 countries to support refugees and displaced populations, providing critical services in health, safety, education, economic well-being, and power. In Uganda, IRC has been operating since 1998, assisting refugees, vulnerable host communities, and various local institutions.
Program Overview
IRC leads the PROSPECT SRHR project, funded by the Embassy of the Kingdom of Netherlands (EKN), to improve sexual and reproductive health and social well-being in the West Nile region. The project aims to reduce maternal mortality, teenage pregnancies, gender-based violence (GBV), child marriages, and new HIV infections. It will be implemented in 6 districts with offices in Yumbe, Adjumani, and Terego. IRC collaborates with the Ministry of Health, the Ministry of Education, and various other local and international partners.
Key Responsibilities
- Lead the Implementation: Provide technical oversight, strategic direction, and support for community health program activities.
- Identify Community Health Gaps: Address service delivery gaps with community-based strategies.
- Formulate Sustainable Solutions: Develop solutions to improve community health using mentorship and quality improvement methods.
- Capacity Building: Plan and execute capacity-building activities for healthcare providers and Community Health Workers (CHEWs).
- Operationalize National Policies: Assist in implementing national community health strategies and policies in collaboration with partners.
- Training and Supervision: Support the planning and execution of CHEWs training programs and offer regular progress reports.
- Develop Evidence-Based Interventions: Guide stakeholders in developing and implementing innovative community health strengthening interventions.
- Collaboration and Coordination: Ensure smooth project execution through coordination with community structures and partners.
Qualifications
- Educational Background:
- Registered Nurse or Midwife with qualifications in Maternal and Child Health and Midwifery, or
- BSc in Public Health, Health Services Management, or a related field (Master’s degree preferred).
- Experience:
- At least 5 years of experience in health service delivery and community systems strengthening.
- Proven ability to work with health facilities and communities to enhance maternal and child health services.
- Experience working with the Ministry of Health and multiple stakeholders to refine community health policies and approaches.
- Strong knowledge of national community health policies and structures.
Skills and Competencies
- In-depth knowledge of the local government healthcare system.
- Ability to prioritize tasks and make critical decisions under pressure.
- Strong community mobilization and mentorship skills.
- Excellent communication, interpersonal, and organizational skills.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint, etc.).
- Fluent in English and any of the local languages spoken in West Nile.
- Familiarity with the political, social, and cultural context of West Nile region.
