Position Summary:
The National Security Support Officer will provide essential support to IOM Kampala’s security functions, establishing relationships with key security partners, monitoring security conditions, and ensuring the implementation of security protocols in coordination with relevant stakeholders.
Key Responsibilities
- Security Liaison: Maintain effective relationships with UNSMS organizations, UNDSS, government agencies, and partner security services to support IOM Kampala activities with up-to-date security information.
- Monitoring and Analysis: Coordinate with the Regional Security Support Officer to monitor and analyze security situations, gathering accurate information to assess risks and inform decisions.
- Security Plans and SOPs: Support the development and implementation of Country Office security plans, including contingency and emergency response strategies, and contribute to the Business Continuity Plan.
- Security Risk Management: Assist in conducting Security Risk Management (SRM) assessments and monitor security measures, ensuring compliance with SRM recommendations.
- Operational Security Understanding: Develop an operational understanding of IOM programs and contribute to drafting Security Risk Assessments for deployment planning.
- Security Assessments: Conduct physical security surveys for offices, vehicles, and staff residences, verifying compliance with UN Security Risk Management Measures (SRMM).
- Staff and Communication Management: Support the Country Office Warden system, maintaining updated staff lists and ensuring effective communication system functionality, especially SCAAN.
- Incident Monitoring and Reporting: Track security incidents affecting IOM personnel, premises, and assets; prepare security reports, including incident and weekly updates.
- Travel Security Coordination: Provide security briefings, manage security requirements for travel, and assess transport network risks.
- Team Supervision: Supervise Field Security Associates and ensure effective security coverage and access control management.
- Policy Guidance: Provide security policy guidance and monitor compliance with security standards.
- Security Cell Participation: Attend security cell meetings, participate as an observer in the SMT, and offer security-related input to the IOM Chief of Mission.
- Additional Support: Assist in security-related investigations and provide advice on complex security issues.
Qualifications
Education
- Bachelor’s degree in Security, Social Sciences, Psychology, Criminal Justice, Law, International Relations, or a related field from an accredited institution, with at least two years of relevant professional experience.
Experience
- Experience in humanitarian, public, private, or corporate security programs, risk assessments, or analysis is desirable.
- Background in operational security risk management, investigation, or physical security is an advantage.
- UNDSS certifications in Security Certification Programme (SCP), Security Analysis Practice and Process (SAPP), Trainer and Development and Certification Course (TDC), or Safe and Secure Approaches in Field Environments (SSAFE) are desirable.
Skills
- Strong ability to collaborate with senior government security counterparts and stakeholders.
- High degree of rational behavior and decision-making skills.
- Good understanding of political and social contexts in Uganda.
- Effective communication skills, both written and oral, with the ability to engage with diverse cultures and professional backgrounds.
