Job Opening: Assistant Manager – Human Resources (Full-time)

Job Description:

  • Deputize the HR Manager (HRM) and assist in designing airline-specific strategies and policies aligned with the airline’s vision, mission, goals, and mandates.
  • Design and implement programs for organizational development, performance management, workforce planning, staff development, and organizational culture.
  • Support the HRM in consolidating and implementing the Airline Recruitment Plan from departmental needs analysis.
  • Oversee recruitment and hiring processes, including resume reviews, interviews, and recommendations for hiring decisions.
  • Ensure job descriptions are current and aligned with business needs, updating the Job Descriptions booklet regularly.
  • Develop and monitor the airline’s Recruitment budget, ensuring it is within the approved structure.
  • Ensure all recruitment procedures and reports are fully authorized and compliant with policies before implementation.
  • Manage employee contract management effectively.
  • Spearhead the performance management system using Oracle PMS, ensuring all staff participate as per the policy.
  • Develop a succession planning tree for key positions per department and implement related programs.
  • Create and maintain a talent pool per department using Oracle-HCM.
  • Monitor and supervise the accuracy of HR data in Oracle-HCM.
  • Foster good working relationships across departments to achieve organizational goals.
  • Develop and review HR policies, procedures, practices, standards, and tools for effective service delivery.
  • Lead and ensure compliance with HR policies and processes in areas such as talent acquisition, employee relations, compensation and benefits, and payroll.
  • Manage employee relations and promote a positive organizational culture through engagement and dialogue.
  • Coordinate HR diagnostic surveys, audits, and employee feedback surveys to monitor and evaluate the organizational climate.
  • Handle employee relations issues such as conflicts, complaints, and disciplinary actions.
  • Provide regular updates to staff using the CRANE-HUB (SharePoint system).
  • Coordinate HR audits and ensure timely delivery of necessary information.
  • Identify opportunities to reduce recruitment costs and improve HR practices.
  • Manage relations with external HR service providers and partners.
  • Produce monthly HR activity reports on departmental progress.
  • Stay informed about HR trends and best practices to ensure compliance and competitiveness.

Academic Requirements and Relevant Experience:

  • Bachelor’s degree in Human Resources Management, Business Administration, Public Management, Industrial Relations, Law, or related Social Sciences.
  • A Postgraduate Diploma in Human Resources Management.
  • At least 5 years of progressive experience managing Human Resources and Administration functions in a busy organization.
  • Age range: 30-45 years.
  • Membership with HRMAU (Human Resource Managers Association of Uganda).
  • Demonstrated expertise in coaching, training, compensation and benefits, culture transformation, and change management strategies.
