Job Summary:
The Procurement Officer will work closely with the Procurement team to ensure efficient procurement operations within MU-JHU. The role focuses on value for money while maintaining quality and transparency throughout the procurement process.
Key Responsibilities:
- Implement procurement activities in accordance with MU-JHU’s guidelines, policies, and procedures.
- Coordinate procurement requirements, sourcing quotations, and facilitating the selection process.
- Create Purchase Orders and develop purchasing procedures as needed.
- Ensure transparency and responsiveness in the procurement process.
- Maintain Vendor information and stay updated on local market trends.
- Advise and guide users on procurement matters and coach them on relevant processes like RFQs, RFPs, and bid evaluations.
- Prepare monthly procurement reports, identifying operational issues and proposing solutions.
- Work with the disposal committee to follow procedures for physical inventory disposal.
- Ensure timely procurement of goods and services in line with MU-JHU policy.
- Monitor contracts and vendor performance and implement corrective actions when necessary.
Required Qualifications and Experience:
- Bachelor’s degree in Procurement, BSc in Supply Chain Management, or equivalent from a reputable institution.
- A qualification in a medical field and a professional qualification like CIPS will be an added advantage.
- Certifications in NIH/USAID and other donor regulations in procurement are an added advantage.
- Minimum of 2 years’ experience in Procurement, Stores, and Logistics, preferably in a research or medical-related organization.
- Knowledge of national and international procurement regulations, especially US government procurement rules, is preferred.
- Proficiency in Microsoft Office, especially Excel and ERP systems.
- Strong analytical, negotiation, and presentation skills.
- Excellent communication and interpersonal skills.
- High level of professional integrity with good judgment and the ability to work independently.
