About UCC:
The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate Telecommunications, Data communications, Broadcasting, Postal, and Radio communications and Infrastructure. UCC aims to recruit individuals with proven skills and competencies to fill several vacant positions to assist the commission in implementing its mandate.
Available Positions:
- Head Competition
- Reports to: Director Economic Regulation, Content & Consumer Affairs
- Job Purpose: Oversee and implement regulatory frameworks and interventions that promote fair and effective competition, protect and promote consumer interests in the communications sector, and ensure compliance with the Commission’s mandate.
- Head Public & International Relations
- Reports to: Director Corporate Affairs
- Job Purpose: Facilitate the development and implementation of the Commission’s communications strategy, frameworks, and programs aimed at strengthening credibility and fostering sustainable stakeholder relationships.
- Manager Estates Management & Administration
- Reports to: Head Estates Management & Administration
- Job Purpose: Manage and supervise the administrative operations of the Commission, including estates and facilities management, construction, repairs, maintenance, office administration, and fleet management.
- Manager Procurement
- Reports to: Head Procurement & Disposal
- Job Purpose: Spearhead the procurement operations within UCC, ensuring optimal value for money in the acquisition of goods, works, and services, and ensuring compliance and strategic alignment with the Commission’s objectives.
- Senior Officer Procurement
- Reports to: Manager Procurement
- Job Purpose: Execute the Commission’s procurement plan and processes in alignment with the approved financial budget, PPDA procurement framework, and requirements of Funding Agencies.
- Senior Officer Service Assurance
- Reports to: Manager Operator Performance Management
- Job Purpose: Ensure the quality and reliability of communication sector services through revenue reporting, billing and metering assurance, tariff assessment reviews, revenue assurance, fraud monitoring, policy advisory, SIM card registration, KYC database management, and network audits.
- Senior Officer Estates Management
- Reports to: Manager Estates Management & Administration
- Job Purpose: Plan, manage, and supervise the day-to-day operations of the Commission’s estates and facilities, including construction repairs, maintenance, servicing of UCC systems and equipment, utility management, and security.
- Senior Officer Incident Handling & Forensics
- Reports to: Manager Information Security
- Job Purpose: Ensure prompt and effective incident response and forensic analysis to safeguard and improve the resilience of the communication sector infrastructure and services against cyber threats.
- Senior Officer Business Applications Development
- Reports to: Manager Information Technology
- Job Purpose: Ensure the automation of business processes, integration, business reporting, and maintenance of applications in alignment with Commission requirements while facilitating inter-agency integrations with external systems.
- Senior Officer Licensing
- Reports to: Manager Licensing
- Job Purpose: Prepare and review the Commission’s legal cases, instruments, and documents, and conduct research to provide advice that protects the Commission’s interests, particularly the Commission’s licensing mandate.
- Officer Incident Handling & Forensics
- Reports to: Senior Officer Incident Handling and Forensics
- Job Purpose: Support the unit’s operations by identifying, responding to, and mitigating cybersecurity incidents, and conducting digital forensics investigations.
- Senior Officer Service Development
- Reports to: [Information Missing]
- Job Purpose: Provide technical support for service development and research, innovation, test bed and sandbox management, project coordination, documentation, and dissemination of information for the service development unit.
