Job Description
Job Title: Finance Assistant (Temporary)
Department: Vendors Service Line
Reports to: Service Line Manager
Scope of Work:
The Finance Assistant will be responsible for a variety of financial management tasks, including accounts, payments, treasury/cashier functions, and budget analysis.
Responsibilities:
Accounts:
- Perform monthly and yearly closing procedures in Umoja ERP.
- Analyze complex/unusual accounting transactions and recommend follow-up procedures.
- Review and reconcile all open-item-managed (OIM) accounts.
- Review various vouchers and accounting transactions for adherence to rules and regulations.
- Issue invoices to agencies and generate periodic reports.
- Assist in the preparation of bank reconciliations and review of budget period commitments.
- Respond to queries from staff and third parties.
Payments:
- Verify receipt of goods/services as per contracts and prepare payment vouchers.
- Review and prepare payments to staff and vendors, ensuring accuracy.
- Assist in preparing year-end reports for UNJSPF on pension contributions.
Treasury/Cashier:
- Review incoming payment instructions and release payments from a House Bank in Umoja ERP.
- Prepare and disburse payments/cheques, and dispatch payment instructions.
- Monitor bank balances and assist in cash management and forecasting.
Budget:
- Review, analyze, and prepare cost estimates and budget proposals.
- Assist managers in budget justification and monitor budget implementation/expenditures.
- Prepare budget performance submissions and analyze variances.
- Ensure compliance with regulations and rules in budget management.
General:
- Stay updated on guidelines related to programme/peacekeeping budgets.
- Draft correspondence related to financial and budget matters.
- Provide guidance and training to junior staff on transaction processing and systems use.
- Perform other duties as assigned by supervisors.
Competencies:
- Professionalism: Strong knowledge in accounting, finance, and budget functions.
- Communication: Clear and effective verbal and written communication skills.
- Client Orientation: Establish and maintain productive client relationships, anticipating and addressing client needs.
Education:
- High school diploma or equivalent is required.
- Technical or vocational certificate in accounting, finance, budget, or related fields is required.
Work Experience:
- At least 8 years of progressively responsible experience in financial management, administrative services, or related area is required.
- Experience with UN Peacekeeping or similar establishments, financial rules and regulations, and SAP systems is desirable.
Languages:
- Fluency in English is required. Knowledge of French is desirable.
Assessment:
- Evaluation of qualified candidates may include an assessment exercise followed by a competency-based interview.
