Position Description: RTI’s Center for Governance is seeking a Citizen Engagement Lead for the Uganda DRA Project. The Citizen Engagement Lead will manage technical oversight, program design, and support activities that empower citizens to actively engage and demand accountability, mobilize citizen groups to challenge corruption, and support anti-corruption actors. This role involves collaboration with stakeholders from NGOs, civil society, media, government, and other donor-funded programs. The position is based in Kampala, Uganda, and reports to the Finance & Grants Manager.

Primary Responsibilities:

  • Provide technical leadership in the design and implementation of citizen engagement in accountability and anti-corruption activities.
  • Oversee strategic planning and execution of program initiatives and develop innovative strategies to increase public engagement in accountability and anti-corruption.
  • Build and maintain strong relationships with stakeholders, including NGOs, civil society, media, government levels, and other donor programs to facilitate collaborative efforts.
  • Work with the Finance & Manager, Accountability and Anti-Corruption team, and MEL & CLA Manager to develop a robust pipeline of potential applicants for grants and support monitoring of grant implementation.
  • Ensure equitable benefits and representation across diverse groups, including women, marginalized communities, and persons with disabilities, in grants, activities, and program design.

Qualifications:

  • Bachelor’s Degree and 8 years of experience, or a Master’s Degree and 6 years of experience in a relevant field.
  • Minimum of 6 years of experience in a leadership role managing governance, accountability, or anti-corruption programs in an international development context.
  • Demonstrated success in designing and implementing complex programs related to citizen engagement for accountability, transparency, and anti-corruption.
  • Strong expertise in stakeholder management and engagement at all government levels and with civil society organizations.
  • Proven ability to lead and coordinate with diverse teams in a dynamic and multicultural environment.
  • Proven writing and reporting experience.
  • Excellent analytical, organizational, and communication skills, capable of articulating complex issues clearly and persuasively to varied audiences both verbally and in writing.
  • Fluency in English.
