Position Description: RTI’s Center for Governance is seeking a Senior Grants Specialist for the Uganda DRA Project. The Grants Specialist will assist in the implementation and management of the Uganda DRA grants program. This role involves grants activity reporting, budget and program monitoring, and ensuring compliance with grant-making guidelines. The position is based in Kampala, Uganda, and reports to the Finance & Grants Manager.
Primary Responsibilities:
- Oversee the grants management process for local organizations, including proposal tracking, review, and approval.
- Maintain grants files in RTI’s Grants Management System (GMS).
- Maintain financial management files for grants and ensure an audit trail for all necessary grant documentation.
- Ensure timely financial disbursements and compliance with financial management policies, monitor grant expenses, and provide regular updates on grant status.
- Provide technical assistance to strengthen the capacity of local partners and grantees.
- Review technical and financial proposals from local CSOs/CBOs, negotiate annual budgets, and review grantee financial expenditure reports for accuracy and adherence to the program description and budget.
- Work with RTI and grantee technical teams to adhere to project timelines and collaborate effectively across a consortium of local partners.
- Collaborate with program and management staff to conduct regular monitoring of grantees’ activities and ensure the development and filing of quarterly monitoring reports for grants.
- Coordinate periodic pause and reflect sessions for grants implementation.
- Ensure proper grants closure.
Qualifications:
- Bachelor’s Degree and 8 years of experience, or a Master’s Degree and 6 years of experience, or an equivalent combination of education and experience.
- At least five years of experience in grants design and administration, management, and distribution of grants; experience administering USAID grants preferred.
- Demonstrated knowledge of development issues in the program regions, and the ability to travel and work in the field with administrative and sector technicians, as well as civil society organizations.
- Excellent interpersonal and communications skills.
- Demonstrated competency in the use of computers and computer programs.
- Prior experience with USAID-funded programs is strongly preferred.
- Proven ability to work under pressure and manage multiple concurrent demands.
- Fluency in English.
