Job Summary: The Locum Community Liaison Assistant will facilitate communication and collaboration between the project team and the community. This includes engaging with community members, leaders, and stakeholders to gather feedback, disseminate information about project activities, and address community concerns. The Locum Community Liaison Assistant will also support community mobilization efforts and assist in organizing community events and meetings related to the project.
Key Duties and Responsibilities:
- Assist in identifying key community stakeholders, leaders, and influencers to engage in project activities.
- Participate in community meetings, events, and forums to represent the project and build relationships with community members.
- Distribute project information materials, such as brochures, leaflets, and fact sheets, to community members and stakeholders.
- Support the organization and facilitation of community training sessions, workshops, and focus group discussions.
- Assist in translating project materials and messages into local languages, as needed, to ensure accessibility and understanding.
- Collaborate with project staff to develop community engagement strategies and action plans aligned with project objectives.
- Maintain accurate records of community engagement activities, including attendance lists, meeting minutes, and feedback forms.
- Liaise with local authorities, community leaders, to coordinate project activities and ensure community buy-in.
- Monitor community dynamics, trends, and developments that may impact project implementation or outcomes.
- Provide support to and supervise community health workers to facilitate effective community engagement and participation.
- Conduct door-to-door visits and community meetings to raise awareness about HIV, Hepatitis B infection, and syphilis prevention and treatment.
- Provide information on the importance of testing, treatment adherence, and risk reduction strategies to community members.
- Refer individuals to health facilities for HIV testing and counselling, Hepatitis B screening, and syphilis treatment as needed.
- Distribute educational materials, such as pamphlets, posters, and brochures, on HIV, Hepatitis B infection, and syphilis prevention and treatment.
- Facilitate group discussions and workshops on topics related to sexual and reproductive health, including family planning, safe sex practices, and condom use.
- Collaborate with local health authorities and organizations to organize community-based health events, such as health fairs and screening camps.
- Maintain accurate records of community outreach activities, including the number of individuals reached, services provided, and referrals made.
- Participate in community health committees and networks to advocate for improved access to healthcare services and resources.
- Support the integration of HIV, Hepatitis B infection, and syphilis services into existing community health programs and initiatives.
- Serve as a link between community members and health facilities, providing feedback on community needs, preferences, and challenges.
- Engage in ongoing learning and development opportunities to stay updated on current trends and best practices in community health promotion and disease prevention.
- Perform any other duties as may be assigned by the supervisor.
Key Outputs:
- Baseline community KAP survey on TEP conducted.
- Community engagement activities, including meetings, workshops, and awareness campaigns organized.
- Outreach activities to raise awareness about TEP objectives, activities, and services among community members conducted.
- Effective communication and dialogue between project staff, community leaders, and beneficiaries ensured.
- Community members mobilized to participate in TEP activities, such as trainings, focus group discussions, and surveys.
- Information, support, and referrals to community members seeking assistance or services related to the project provided.
- Feedback and suggestions from community members collected to inform project planning, implementation, and evaluation.
- Community feedback, concerns, and achievements documented through case studies, success stories, and other qualitative data collection methods.
- Coordinate with local partners, stakeholders, and organizations to leverage resources and maximize community impact.
- Community perceptions, attitudes, and behaviors related to project goals and objectives monitored and reported on.
- Communication materials, such as flyers, posters, and radio announcements developed and disseminated.
Qualifications, Skills, and Experience:
- Certificate of enrolled midwifery from a recognized institution. Enrolment certificate and up-to-date licensure with the Uganda Nurses and Midwives Council are a MUST.
- HIV/AIDS counselling certificate.
- Training in community engagement, social mobilization, or public relations preferred.
- Familiarity with local customs, traditions, and cultural norms of Teso or Acholi.
- Previous experience in community outreach, communication, or engagement activities preferred.
- Strong interpersonal and communication skills.
- Ability to build rapport and trust with diverse community members.
- Good organizational and time management skills.
- Basic computer skills for data entry and reporting.
- Motorcycle riding skills and a valid riding license.

- Flexibility and adaptability to work in different community settings and contexts.
- Ability to work independently with minimal supervision.
- Commitment to upholding ethical standards and confidentiality.
- Fluent in Luo and Ateso languages.
