About UNHCR:

The United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950, by the United Nations General Assembly. Its mandate is to lead and co-ordinate action for international protection to refugees, seek permanent solutions for refugee problems, and safeguard refugee rights and well-being. UNHCR also has a designated role concerning issues of statelessness.

Job Summary:

The Assistant Public Health Officer is a key member of a multidisciplinary team, ensuring that UNHCR’s public health programs meet global standards, minimizing morbidity and mortality among populations of concern (POC). The role contributes to the achievement of Sustainable Development Goals (SDGs) and involves providing technical guidance, engaging with stakeholders, and supporting resource mobilization efforts.

Key Responsibilities:

1. Coordination and Partnership:

  • Assist in coordinating public health, reproductive health, nutrition, and HIV activities within the Area of Responsibility (AOR) in collaboration with government and other partners.
  • Represent UNHCR in health coordination meetings and relevant partnership fora.
  • Collaborate with stakeholders to ensure complementary approaches to meet health needs.

2. Strategic Planning and Development:

  • Contribute to the implementation of UNHCR’s Strategic Plan for Public Health.
  • Advocate for POC access to local health services and inclusion in government health policies.
  • Support the monitoring of country-specific health inclusion plans.

3. Technical Integrity and Risk Mitigation:

  • Update and disseminate standard practices on public health, MHPSS, nutrition, and HIV.
  • Monitor health care services to POC, ensuring adherence to standards and policies.
  • Support the adaptation of UNHCR internal procedures to improve efficiency.

4. Collaboration:

  • Promote linkages between public health and WASH programs.
  • Support inter-sectoral collaboration to maximize impact.
  • Assist in the monitoring of public health programs against standard indicators.

5. Capacity Building:

  • Support capacity strengthening of UNHCR and partners in public health, nutrition, and related areas.
  • Conduct capacity assessments and develop approaches to address gaps.

Qualifications and Experience:

  • Undergraduate degree with one year of relevant experience; or Graduate degree with no experience; or Doctorate degree with no experience.
  • Field(s) of Education: Medicine, Medical Science, Nursing, Public Health, or related fields.
  • Knowledge of public health, reproductive health, and nutrition.
  • Good communication, interpersonal, and negotiation skills.
  • Language Requirements: Proficiency in English and UN working language of the duty station.

Desirable Skills:

  • Additional qualifications in Nutrition and WASH.
  • Ability to coordinate diverse activities to achieve public health objectives.
