Innovations for Poverty Action (IPA) Profile:
Innovations for Poverty Action (IPA) is developing a transaction cost index (TCI) for digital financial services (DFS), a resource to systematically capture and report the cost of DFS transactions across multiple countries. The TCI will capture the full cost of completing mobile money transactions, including official listed prices, additional “off-the-books” agent fees, and non-pecuniary costs such as wait times, incidence of failed transactions, and agents asking to view customers’ sensitive account information. The index will capture three different transaction types: depositing cash into digital wallets, withdrawing cash from wallets, and transferring funds between individuals.
Job Summary:
The Senior Research Associate will have an exciting opportunity to design and implement multiple process evaluations to drive program improvements for partner organizations testing innovative education interventions for out of school children in Uganda and Ethiopia. This role will work closely with IPA Uganda Management and the Right-Fit-Evidence team to perform a variety of tasks including, but not limited to: designing survey questionnaires, managing survey teams, conducting quantitative and qualitative research, cleaning data and assisting in preliminary analysis, assisting in the writing of project reports and action-oriented presentations to partners, and coordinating with key government and NGO partners.
Roles and responsibilities:
- Works closely with program or function managers to develop and implement process evaluation strategies.
- Continually broadens and strengthens relationships with partners and internal counterparts to understand partner goals to frame IPA’s work in the most actionable way, and gain trust and respect.
- Develop credible and reliable qualitative and quantitative survey instruments.
- Manage quality improvements to survey tools, including piloting and translation into local languages.
- Implement Computer Assisted Interviewing (CAI) for surveys.
- Manage the logistics of a process evaluation, including managing budgets, timelines, contract worker payroll, and procurement.
- Manage data entry and assist in data cleaning and analysis.
- Ensure adherence to data quality protocols, including auditing enumerators, monitoring data collection, and conducting data quality audits.
- Manage critical high-level relationships with stakeholders, including donor and international Organizations
- Participate in meetings with key stakeholders and present research/evaluation findings.
- Write reports detailing research findings and proposed interventions.
- Oversee funding and human subjects’ approval applications and ensure that all necessary approvals are in place.
- Develops and presents alternative approaches/options to various needs and situations.
- Promote team efforts and empowers staff to collectively contribute to strategic goals.
- Maintain compliance with all organization policies and procedures.
- Perform related duties as assigned by supervisor
SUPERVISORY RESPONSIBILITIES: Designated Project Field Managers, and overall oversight of the Field Officers.
Minimum Qualifications
Education and/or Work Experience Requirements:
- A bachelor’s degree in economics, social sciences, public policy, or related fields. A master’s degree is a plus.
- Two to Three years of research experience.
- Excellent management and organizational skills along with strong quantitative skills.
- Fluency in English with strong communication skills.
- Demonstrated ability to manage enumerator teams and survey operations at different levels (programming and data flow, financial budgeting and reporting, human resources, and team building).
- Flexible, self-motivating, able to manage multiple tasks efficiently, and team player; and
- Demonstrated ability to manage high-level relationships with partner organizations.
Preferred:
- Experience living in a developing country is a strong plus.
- Knowledge of Stata (strongly preferred) or other data analysis software.
- Experience with qualitative research methods.
- Familiarity with randomized controlled trials.
Physical Requirements:
- Ability and willingness to travel to various project sites
- Ability to safely and successfully perform the essential job functions consistent with government standards, including meeting qualitative and/or quantitative productivity standards
- Ability to maintain regular, punctual attendance consistent with IPA standards
- Must be able to talk, listen and speak clearly on telephone
