The International Committee of the Red Cross (ICRC), an impartial, neutral and independent humanitarian organisation. Having its headquarters in Geneva, Switzerland, the ICRC is given its mandate by the Geneva Conventions to protect victims of international and internal armed conflicts.

 

 

Job Summary:

The Assistant Officer, Early Warning Early Action will work closely with programme teams under the docket of the Early Warning and Early Action (EWEA) Officer based at Headquarters (HQs) but will administratively work with the respective Branch Managers in their regions. The job holder will be responsible to support the day-to-day implementation of the Early Warning Early Action (EWEA) and Forecast-based Financing (FbF) activities and more so to popularize the idea within the local government and branches thereby fostering its decentralization. The job holder will offer technical and administrative support to URCS projects/programs implementing EWEA and FbF activities within the region.

 

 

Roles and Responsibilities:

1. In liaison with the EWEA Officer, support the implementation of URCS’s Activities related to Early Warning Early Action (EWEA) and Early Action Protocol (EAP) at the regional level:

  • Regularly compile and consolidate early warning information from various URCS internal and external early warning sources
  • Attend and represent URCS at various regional and district forums to front discussions on EWEA and Forecast-based Financing and share reports with HQ towards contribution to the future priorities of EWEA and FbF
  • Support to organize communities and stakeholder’s meetings; project related sensitization and sharing project activities and progress information at the regional level
  • Support to plan the project activities and provide day-to-day supervision of the activities at the field level.
  • Support to mobilize communities for seasonal community meetings (participatory scenario planning sessions, weather forecast interpretation sessions and any other meetings).

2. In liaison with the EWEA Officer, support in coordination and dissemination of EWEA and FbF information at region level:

  • Support the dissemination and popularization of the Early Action Protocols (EAP) for floods/drought at the regional level
  • Compile and disseminate EWEA success stories and best practices
  • Support to regularly interpretation and dissemination of forecasts or early warning information bulletins to the community
  • Participate in trainings/sessions aimed to translate weather forecasts for communities.

3. In liaison with the EWEA Officer, support in documentation and triangulation of indigenous knowledge and community early warning indicators with scientific forecast at regional level:

  • Support to regularly monitor and timely report community or traditional early warning indicators using provided tools
  • Support to supervise field based volunteers documenting indigenous knowledge towards triangulation with scientific forecasts
  • Work with DDMCs and regional disaster management committees to prepare URCS inputs for the U-NIEWS

 

 

Minimum Qualifications:

Education Qualifications

  • Minimum Bachelor’s Degree in Environmental Sciences, Natural Sciences, Meteorology or Humanities but with professional training in Emergencies, Relief Operations and Disaster Risk Reduction.

Working Experience

  • Relevant work experience in the profession will be an added advantage;
  • Certification in Early Warning & Early Action is an added advantage.

  • Excellent leadership and facilitation skills.
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple task and maintain attention to detail context.
  • Familiarity with humanitarian code of conduct and other humanitarian principles and need to uphold commitment to humanitarian values.
  • Strong interpersonal skills and ability to establish working relations with target communities and project team.
  • Excellent skills with Microsoft Word Office, Excel, PowerPoint, Outlook etc
