Finnish Refugee Council (FRC) is an INGO promoting adult education and community development among refugees since 1997 as an operational partner to UNHCR and OPM. Currently FRC is implementing literacy and language trainings, as well as livelihood related trainings in selected refugee settlements and nearby Ugandan communities with support from Ministry for Foreign Affairs of Finland, and financial literacy trainings in all refugee settlements in Uganda with support from World Food Programme (WFP). The professional work force in these projects is currently 80 persons.
Roles and Responsibilities:
Technical Support to project implementation on M&E activities (50%)
- Participate in reviewing data collection and management systems, designing / developing and testing relevant tools, online reporting systems and databases for storage of collected data.
- Ensure proper use and understanding of data collection tools, data entry and storage by field staff and volunteer instructors involved in data collection.
- Adhere to data collection protocols and Data Quality Assurance e.g. timely collection of data.
- Support field teams in proper documentation, organisation and sharing of relevant project data for reporting on project progress, sharing of best practices and lessons learnt.
- Together with the M&E Officer, provide timely feedback to field teams and Project Manager on achievements, strengths and weaknesses, need for action or correction.
- Assist in developing technical concepts and guidelines on M&E issues.
- Support and participate in any short-term evaluations, accountability and learning activities.
- Prepare weekly/monthly schedules of M&E activities.
Data management and Analysis (25%)
- Keep track of project performance and progress using the Indicator tracking matrix.
- Facilitate data collection by guiding the field teams on how data flows between or among them.
- Ensure that data capturing tools are easily available or accessible for the field staff.
- Conduct field spot checks and visits to validate and verify the accuracy. Review, clean and participate in analysing data collected by field staff prior submission to M & E Officer.
- Support Team Leaders, M&E Officer and Project Manager to ensure that donor, partner and management data queries are addressed in an accurate and timely manner.
- Put in place and maintain a proper filing system for easy retrieval of records following the FRC Data Management protocols and routinely back up data.
- Support and guide field staff in the allocation of Identification numbers for project participants.
- Ensure compliance to data integrity, protection and security policies of FRC.
Communication and Reporting (15%)
- Support the project staff in reviewing monthly and quarterly reports with a bias to data accuracy and ensure timely submission of high-quality reports while noting potential bottlenecks in project implementation and provide recommendations for timely action.
- Participate in project team meetings to review performance and action planning.
- Collect and provide feedback to project beneficiaries on emerging issues in the field and support the organisation on stakeholder field missions.
- Capture and report on any success stories registered in the various locations.
- Develop and maintain effective working relationships with other actors/ partners in the various locations and participate in any coordination meetings when needed.
Capacity building of project staff in Project Monitoring and Evaluation (10%)
- Identify capacity training gaps among the field staff and propose/ design interventions to address the identified gaps with support from the M&E officer.
- Participate in building capacity of project staff and volunteer instructors on the use of data capturing tools and procedures, on-line reporting, report writing, project framework and objectives.
- Mentor field staff and volunteers involved in the collection of primary data on the proper use of tools and offer other required assistance when need arises.
Minimum Qualifications
Education & Academic Qualifications:
- Minimum Degree in Monitoring and Evaluation, Statistics, Social Science, Computer Science or any relevant discipline.
- Post graduate Diploma in Monitoring and Evaluation or any professional certificate related to data management.
Experience:
- At least 2 years of working experience in a similar position with a local or international NGO.
Preferred Skills:
- Competency in Word, Microsoft Office packages, Kobo Collect, Power BI.
- Good report writing and communication skills.
- Be a team player and ability to multitask and work independently.
- Knowledge of Swahili, Arabic or Dinka language is desirable.
- Have strong organisational skills and attention to detail.
