Job Summary:
The Laboratory Officer is responsible for working with KCCA, Division leadership, the Ministry of Health (MoH), health facilities and community structures to implement laboratory strengthening activities of the GIZ funded COVID-19 response project in the Kampala metropolitan area. S/he will jointly work with KCCA/division/parish surveillance and laboratory focal persons to provide technical support for laboratory services at supported health facilities in close collaboration with the MoH laboratory services structures. S/he will support efforts to improve COVID-19 testing operationalization; quality assurance, deployment and use of existing guidelines, SOPs, job aids for COVID-19 testing and reporting; Establishment of records and data management systems; training and capacity building of staff; monitoring of internal processes in compliance to national and international standards.
Roles and Responsibilities:
- Collaborate with KCCA/Division/Cluster structures and collaborating partners to design and implement strategies to ensure compliance to minimum COVID-19 testing and reporting requirement.
- Guide health facility teams to regularly report on lab activities through regular submission of HMIS reports and activity reports in line with standard KCCA/Ministry of Health timelines
- Plan, coordinate and conduct didactic trainings and mentorship visits to health facilities laboratories to address COVID-19 lab related capacity gaps.
- Conduct site mentorship and joint support supervision visits to labs and facilities to ensure effective COVID-19 testing and reporting in liaison with KCCA/Division/cluster teams.
- Design and functionalize systems to support division and facility teams to accurately quantify, forecast, orders and manage COVID-19 laboratory supplies and commodities to ensure constant availability.
- Collaborate with other partners to ensure adequate representation of division lab teams in performance review meetings.
- Work closely with the case management, health facility and community structures to support the implementation of the home-based care model
- Strengthen QA efforts both at the labs and point of care and ensure regular supervision of point-of-care testers and participation in internal and external quality control schemes in line with national guidelines
- Establish and strengthen lab biosafety practices, good equipment management practices including calibration, monitoring of commercial service contracts for lab equipment, and ensure that there is uninterrupted service delivery as a result of equipment malfunction.
- Provide technical assistance to contribute to improved COVID-19 sample collection with proper laboratory documentation systems, specimen referral and result delivery
- Establish records and data management systems to prepare daily, weekly and monthly COVID-19 reports in support of the Laboratory Sub-pillar in line with the key performance indicators.
- Any other related tasks assigned by KCCA.
Minimum Qualifications:
- Bachelor’s degree in Biomedical Laboratory Technology/ Sciences.
- At least 3 years’ experience in laboratory planning, management, and QA/QC
- Up-to-date knowledge of current national COVID-19 laboratory protocols and guidelines
- Good communication, organization and management skills
- Good writing and presentation skills.
- Ability to deliver under minimal supervision.
- Has basic computer literacy including word processing, excel, internet and PowerPoint
- Experience in supporting lab systems in a health system strengthening setting
- In-depth knowledge and experience in COVID-19 response
- Full and active registration with the Allied Health Professionals Council.
