Job Summary:
Jhpiego is seeking a Behavioral Health Program Officer to join the Health Workforce for the 21st Century (HW21) project team in Kampala, Uganda. Through funding from the Health Resources and Services Administration (HRSA), Jhpiego is implementing the HW21 project in Uganda. This five-year funded initiative supports high HIV burden countries in achieving the UNAID’s 95-95-95 goals by 2030 through the implementation of programs that focus on training competent and confident health care workers and effectively supporting governments to employ, deploy, and retain these workers.
HW21 is helping to bridge health workforce gaps by improving access to testing, care, treatment, and support for people living with HIV (PLHIV) and by ensuring sustained viral suppression. Through this grant, Jhpiego supports HRSA, the U.S. Centers for Disease Control and Prevention (CDC), and the government of Uganda in this effort by creating communities of practice through tele-mentoring and case-based learning, as well as mental health programs for providers at the facility level via the ECHO© model.
The project is currently in year 4 of the five-year grant, during which Jhpiego has been providing programmatic and technical support for national tele-mentoring network scale-up activities, which include: implementing a national HIV tele-mentoring network for cost-effective capacity building to improve provider care for complicated HIV patients; scaling up national tele-mentoring networks through technical assistance, coordination, and direct support; and strengthening the capacity of MoH and hubs to implement HIV and TB tele-mentoring programs and lead strategic planning to strengthen the HIV response.
Roles and Responsibilities:
Coordination of Mental Health Interventions
- Oversee the day-to-day management and operations of the HW21 supported behavioral health program.
- Provide administrative/clinical support to the MoH, regional referral hospitals and IPs and ensure all services are provided in accordance with MoH Mental Health Division standards and in compliance with contractual requirements.
- Utilize information technology platforms to support health care worker learning and performance, thus expanding the scope of training, continuing education and performance support activities.
- Provide joint oversight in coordination with the MoH Mental Health Division to the project implementation team (staff and interns) through supervision and clinical reviews, consultation, training and support to ensure program quality in accordance with MoH policies and procedures and implementation of best practices. Work collaboratively with the MoH Mental Health Division, RRHs and IPs to set up a Mental Health Centre of Excellence(s) and ensure that the activities are well documented and implemented according to schedule.
- Evaluate individual and overall team performance on a regular and ongoing basis; use collected data and information to make necessary improvements.
- Participate in the development of program budgets and monitor program performance based on established budget guidelines.
- Monitor performance goals and professional development of assigned supervisees in accordance with the agency and contract expectations.
- Conduct program performance evaluations, identify and resolve performance issues.
- Participate in the orientation process of other staff members and HCWs at the CEO as well as spokes sites.
- Co-coordinate ongoing supervision of mental health activities along with the MoH Mental Health Division, CDC and other IPs.
- Work with project manager, hub teams, RRH teams and health care workers to coordinate and collect case studies and didactic presentations.
- Review case studies and didactic presentations to ensure they meet patient anonymity standards
- Ensure Mental Health tele-mentoring sessions run smoothly, including IT set up, assisting facilitator, tracking time, monitoring participant questions, taking and sharing notes and action items.
- Lead continuous quality improvement activities in collaboration with Program Manager, including following up on identified issues, modifying session format, etc.
Data and Knowledge Management
- Administer and collect in-session surveys to gather participant feedback.
- Enter monitoring data into platform following each session.
- Maintain internal website and ensure all relevant documents are filed.
- Ensure necessary participant data is collected and submitted for CME.
Minimum Qualifications
- Bachelors’ degree in a medical field (medicine, nursing or Public Health), MPH or MA Project Management is an added advantage.
- At least 3 years’ experience implementing donor-funded projects especially in mental health and related fields working with MoH, districts and health facilities.
- Familiarity with virtual communication platforms and IT.
- Demonstrated understanding of Uganda’s healthcare system, experience living and working in Uganda preferred.
- Familiarity with USG administrative, management and reporting procedures and systems.
- Ability to communicate effectively with geographically dispersed groups.
- Excellent written, presentation, communication and organizational skills in English.
- Ability to travel up to 70% of the time.
