Health Service Commission Profile:

The HSC derives its mandate and functions from Article 169 of the 1995 Constitution of the Republic of Uganda; section 56(3) of the Local Government Act, CAP 243 and, the HSC Act, 2001 section 25(2). In the perspective of laws, the HSC was established in 1998 to address unique Human Resources for Health issues in the health service. Specifically, the Commission is mandated to appoint, confirm, promote and review the terms and conditions of service, training and qualifications of health workers. The Commission is also mandated to foster professional and work ethics and exercise disciplinary control over the health workers under its jurisdiction.

 

 

Job Summary

Responsible for ensuring efficient management of services in his/her area of specialization.

 

 

Roles and responsibilities:

  • Ensure Directorate’s contribution to Policy making.
  • Perform any other duties as may be assigned from time to time.
  • Plan and coordinate training programmes for all Health Professionals under him/her.
  • Plan and coordinate Continuous Professional Development (CPD) in his/her specialty, for Health professionals at the Hospital.
  • Responsible for ensuring efficient management of services in his/her specialization at the Institute and the catchment area covered by the Institute.
  • Provide technical and professional advice in his/her area of specialization to Government and the Hospital/Institution.
  • Manage services in his/her specialization at the National Referral Hospital and the catchment area covered by the Hospital.
  • Plan, co-ordinate and conduct research in his/her specialty.
  • Participate in the management of referred patients.
  • Ensure that discipline and Ethical Code of Conduct are observed by the staff under him or her.
  • Advise on the procurement of equipment, drugs and other logistics required for his or her specialty.

 

 

Qualifications

Qualifications

  • MBChB Degree or its equivalent from a recognized University or Institution.
  • Master of Medicine Degree in Anaesthesia or its equivalent from a recognized University or Institution.
  • Applicants should have demonstrable qualities of leadership and Integrity
  • Ensure that discipline and Ethical code of conduct are observed by all staff under him/her.
