Job Profile:

DAI seeks an Environmental Specialist, Grants and Procurement Office and Market Systems Advisor for a five-year, $24 million dollar USAID-funded agriculture program. The Feed the Future inclusive Agricultural Market Activity (FtF JAM) is a five-year program implemented by DAI Global Inc. The Activity seeks to increase incomes and improve the livelihood of households through agriculture-led inclusive economic growth in 38 focused zones of influence (ZOI) districts in Uganda. Inclusivity refers to the active participation and engagement of all actors looking to participate in the market system including the poor, women, youth, ethnic minorities, or other marginalized groups who are often excluded, or even exploited by the traditional market systems. FtF IAM works through market actors to build capacity and enable them to respond to opportunities within the agricultural sector. The approach empowers local actors, especially the private sector, government and producer groups, among others to align incentives for improved market performance

 

 

Roles and responsibilities:

The Grants and Procurement Officer will assist the Grants Manager and Procurement Officer in the following areas.
• Coordinate the process of developing and releasing solicitations for grants and procurements (RFAS, NOFOs, RFPs) and receipt of concept notes, applications and proposals.
• Prepare documentations to support the review and evaluation of the concept papers, applications, and proposals.
• Participate in the co creation processes, including budget discussions, analysis and streamlining with the milestones’ deliverables in the approved program descriptions and scopes of work.
• Ensure compliance of all grants and procurement procedures and processes with USAID rules and regulations and Dal’s grant and procurement policies and standard operating procedures (the field Operations manual)
• Assist to facilitate the review and evaluation process of grant and subcontract solicitations in the FO/RORFPs u to the final award of grants and subcontracts while maintain in USAIU rules and regulations and DAI’s grant and procurement policies and standard operating procedures (the field Operations manual).
• Assist to facilitate the review and evaluation process of grant and subcontract solicitations from the NOFO/RFA/RFPs up to the final award of grants and subcontracts, while maintaining records of all the procedures and processes.
• Monitor, track and expedite ali NOFO procurement activities and delivery status of partner goods/services.
• Support the Market Systems Partnerships Development Specialist to procure in-kind support for grants and determine the most reasonable, fair, and expeditious procurement needs for grants. Inspect goods or verify services, confirm delivery and receipt of goods to partners. Ensure DAI/USAID and FAR policies, and procedures are followed and enforced.
• Review of the grant and Subcontract deliverables and preparation of necessary support documentation for deliverable payments.
• Support in the capacity building of local grantees and subcontractors in compliance with USAID assistance regulations, and DAI grants and procurement policies and procedures.
• Participate in grants and subcontracts closeout procedures and documentations Any other duties that may be assigned from time to time.

 

 

Qualifications

• Minimum of a bachelor’s degree in relevant field required.
• 3 years’ experience in grants and contracts management on international donor-funded projects required
• Minimum 2 years’ experience working in a procurement role for USAID funded projects.
• Working knowledge of USAID contracts and grants management policies and procedures preferred, particularly working with grants under contracts (GUC)
• Demonstrated knowledge of internal control procedures under USAID funded activities
• Experience leading and managing the procurement & acquisition aspects of USAID funded projects, including a demonstrated understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations.
