About US:
The Parliamentary Commission of Uganda serves the following functions;
- Appoint, promote and exercise disciplinary control over persons holding public office in Parliament;
- Review the terms and conditions of service, standing orders, training and qualifications of persons holding office in Parliament;
- Provide a Parliamentary reporting service;
- Provide such other staff and facilities as are required to ensure efficient functioning of the Parliament;
- To cause to be prepared in each financial year, estimates of revenue and expenditure for the next financial year; and
- Make recommendations to Parliament, or with the approval of Parliament, determine the allowances payable and privileges available to the Speaker and Members of Parliament.
Job Summary: The Accountant will be tasked with monitoring the performance of the budget
Key Duties and Responsibilities:
- The incumbent will verify staff payroll for accuracy and completeness, and prepare salary pay change reports
- Work closely with Ministry of Public Service and Ministry of Finance on payroll issues
- Prepare payment vouchers and cheques for Parliamentary Staff Welfare Fund (PSWF) and post the transactions into the PSWF computer module To maintain advances ledgers
- Capture invoices into the integrated Financial Management System
- Work closely with URA on Pay As You Earn (PAYE) and Withholding Tax (WHT) issues
- Receipt NTR on the IFMS and compile monthly NTR Returns Issue Uganda Revenue Authority (URA) Bank Payment Advice Form (BPAF) online for Non Tax Revenue (NTR)
- Reconcile Parliamentary Commission Bank accounts File paid documents and keep track of all payment files
Qualifications, Skills and Experience:
- The applicant should either hold an Honours Bachelor’s Degree with an accounting option, from a recognized University/ institution OR A full professional accounting qualification such as CPA or ACCA
- Computer literacy skills with proficiency in accounting software
- Ability to work under minimum supervision
- Possess analytical skills
- Impeccable level of integrity
- Ability to detect and report accounting problems for take corrective action
- Age: 21 years and above
