Job Opportunity: Monitoring & Evaluation (M&E) Officer

Job Overview

The M&E Officer will monitor project activities in West Nile, Uganda, compile reports, and maintain updated records of project progress, including beneficiary data. The role requires systematic data collection, analysis, and reporting to ensure informed decision-making and effective project implementation.

Key Responsibilities

1. Implementation of M&E Tools

  • Implement M&E policies and strategies in line with WCH standards at the field level.
  • Disseminate M&E tools to beneficiaries and partners and provide training on their use.
  • Maintain confidentiality and data security while adhering to WCH data management ethics.
  • Identify and address training needs related to M&E within the project team.

2. Data Collection and Reporting

  • Collect and report monthly/quarterly data on project progress to the line manager.
  • Ensure data reliability by regularly reviewing, cleaning, and validating it.
  • Maintain and update an accurate database for all project beneficiaries at the field level.
  • Conduct regular data quality audits and collect quantitative feedback from partners and stakeholders.
  • Suggest and implement additional methods of data collection as needed.

3. Baseline Surveys and Reporting

  • Participate in baseline surveys for new proposals and contribute to qualitative feedback on project implementation.
  • Assist in the preparation of reports based on collected data.

4. General Duties

  • Backup M&E databases weekly to an external hard drive or secure database.
  • Carry out any other duties assigned by the line manager.

Requirements, Knowledge, and Experience

Education and Experience:

  • Bachelor’s degree in Monitoring & Evaluation, Quantitative Economics, Statistics, Social Sciences, or a related field.
  • Minimum of 3 years of experience in monitoring and evaluation.
  • Experience in humanitarian or development projects, especially in psychosocial support, child protection, or education.
  • INGO/NGO experience is an advantage.
  • Valid motorbike riding license and ability to ride a motorbike (mandatory).

Skills and Competencies:

  • Strong social and communication skills.
  • Proficiency in English.
  • Excellent computer and analytical skills.
  • Strong reporting and writing capabilities.
  • Cultural sensitivity and attention to detail.
  • Team-oriented and able to work independently.
  • Advocacy and networking skills on behalf of WCH.
