The Office of the United Nations High Commissioner for Refugees (UNHCR) was established in 1950 to lead and coordinate international protection actions for refugees, seek permanent solutions to refugee issues, and safeguard refugee rights. In addition, UNHCR is involved in statelessness issues, under its role as outlined in international conventions.

Job Summary

The Assistant IT Officer, under the technical supervision of the IT Officer or Bureau IT Lead, will implement the IT operational plan in a designated geographical area. This role involves ensuring that IT equipment is fully operational, providing technical support, and managing IT operations according to UNHCR’s standards and ITIL principles. The Assistant IT Officer will also supervise local IT staff and liaise with end users to resolve technical issues.

Key Duties and Responsibilities

  1. IT Operations Management:
    • Oversee daily operational IT tasks including incident, problem, change, service request, and asset management, in accordance with ITIL principles and UNHCR guidelines.
    • Support the implementation and monitoring of the IT operations plan to ensure all equipment remains in good working condition.
  2. Infrastructure Assessment & Planning:
    • Assess operational and security infrastructure needs for UNHCR offices in the area.
    • Provide input for budget submissions in consultation with IT Officers and Heads of office.
  3. Team Coordination & Training:
    • Supervise and coordinate the work of local IT staff, ensuring compliance with IT standards.
    • Provide coaching, training, and create instructional materials for IT staff and users.
  4. Asset and Inventory Management:
    • Maintain an accurate inventory of IT equipment and ensure adherence to asset management policies.
    • Keep IT service management (ITSM) databases up-to-date.
  5. Security & Communication Support:
    • Assist in security-related projects in collaboration with Field Security Officers.
    • Liaise with implementing partners and external service providers to ensure operational security and communication needs are met.
  6. Risk Management:
    • Participate in risk identification and mitigation strategies.
    • Raise any concerns or risks to the supervisor and relevant colleagues.
  7. Customer Support & Problem Resolution:
    • Liaise with end users to clarify, analyze, and resolve reported IT issues.
    • Ensure high standards of customer service and technical support.

Qualifications, Skills and Experience

Essential

  • Education: Bachelor’s degree in Information Technology or related field.
  • Experience: 1 year of relevant experience with an undergraduate degree, or no experience with a graduate degree or higher.
  • IT Skills:
    • Hands-on experience with IT products and services used in UNHCR offices, including network and telephony infrastructure, MS Office productivity software (Windows, Office 365), and Cloud collaboration tools (MS Teams, SharePoint).
    • Experience working with external managed service providers for IT support.

Desirable

  • Experience with VSAT technologies (for offices with satellite connectivity).
  • Knowledge of HF/VHF radio technologies (for offices with security communications).
  • Practical experience working in field operations.

Certifications:

  • ITIL Certification (Foundation Level).
