About the Organisation:
Hope Health Action (HHA) is a Christian NGO dedicated to providing life-saving health and disability care to the world’s most vulnerable populations. Founded in 2007, HHA operates in Haiti, South Sudan, and Uganda (under HHA East Africa). HHA’s work in East Africa includes responding to the refugee crisis in Uganda through services in disability, health, nutrition, and education, as well as health and disability projects in South Sudan. The organization’s dynamic team has grown to over 60 staff members in Uganda and South Sudan. HHA East Africa recently won the prestigious Ockenden Prize, recognizing its exemplary work with refugees.

Job Summary:
HHA seeks a motivated and experienced Head of Programmes (HoP) to lead and oversee operations in East Africa. The HoP will be responsible for the planning, execution, and management of programs across the region, ensuring alignment with HHA’s mission and goals. This role involves strategic oversight, team management, and program development, providing regular updates to senior management and the board on program performance.

Key Duties and Responsibilities:

Strategic Planning and Program Design

  • Develop and implement a program strategy aligned with HHA’s mission.
  • Define program objectives, outcomes, and KPIs.
  • Design programs that meet stakeholder needs within budget constraints.

Program Management and Execution

  • Oversee implementation of multiple projects, ensuring adherence to timelines, budgets, and quality standards.
  • Coordinate across departments for alignment and resource allocation.
  • Manage budgets and develop regional partnerships, including fundraising with HHA UK’s support.
  • Ensure timely, effective donor communications and reporting.

Leadership and Team Management

  • Lead, mentor, and manage program staff, including project managers and coordinators.
  • Foster a collaborative environment and set performance expectations.
  • Represent HHA EA at national coordination meetings, including with UNHCR and OPM.

Stakeholder Engagement and Communication

  • Serve as the primary contact for program-related inquiries.
  • Maintain relationships with key stakeholders and communicate program updates.

Risk Management and Problem-Solving

  • Identify risks to program success and develop mitigation strategies.
  • Resolve issues in collaboration with stakeholders and team members.

Compliance and Quality Assurance

  • Ensure adherence to HHA policies and relevant regulations.
  • Conduct quality assurance checks to maintain high program standards.

Reporting and Budget Management

  • Provide regular updates to senior management on program performance.
  • Prepare reports for the board and oversee program budgets.

Qualifications, Skills, and Experience:

  • Education: Bachelor’s degree in International Relations, Public Health, Public Administration, Business Administration, Social Work, or related fields. Master’s in Management or Postgraduate Diploma in Project Planning is a plus.
  • Experience:
    • At least 5 years in project management, organizational or individual capacity building, and/or training.
    • Experience with health or disability-related projects and working with international NGOs is desirable.
  • Skills: Proficiency in Excel, Word, and project management tools. Strong interpersonal, communication, and administration skills.
  • Personal Attributes: Willingness to travel, self-motivated, detail-oriented, and comfortable working in a Christian environment.
