Job Overview:

The National Social Security Fund (NSSF) is looking for a Cost Accountant to lead the cost management function. This role focuses on analyzing financial data to identify cost-saving opportunities, overseeing budget preparation and monitoring, and maintaining an effective cost control framework.

Duties and Responsibilities:

Accounting Operations:

  • Ensure compliance with accounting procedures and recommend improvements to finance processes.
  • Design and maintain an effective Cost Accounting System.

Cost Control and Performance Analysis:

  • Prepare monthly expenditure reports and conduct variance analysis with budget holders.
  • Monitor and report on budget performance, identifying and addressing deviations from the cost baseline.
  • Perform value-for-money reviews and analyses of key business processes.
  • Review invoices to ensure budget availability and accurate cost allocation.
  • Organize cost review meetings to enhance budget control.
  • Establish coordination with project functions to meet cost control requirements.
  • Anticipate potential budget overruns and implement corrective measures.
  • Analyze cost trends and recommend control actions.
  • Maintain an Analytical Database to monitor expenses.
  • Analyze the profitability of various initiatives and segments.

Budget Preparation:

  • Lead the Fund’s annual budget preparation and consolidation for Exco and board approval.
  • Support departments in preparing budgets and reviewing their submissions.
  • Prepare budget documentation for Exco, the board, and ministerial approval.
  • Provide guidance on budgeting trends and pricing.
  • Conduct budgeting and cost control training for Fund staff.

Stakeholder Engagement and Collaboration:

  • Engage with internal and external stakeholders to achieve departmental and organizational goals.
  • Advise managers on cost structures to balance monitoring needs with system constraints.
  • Assist Procurement with annual market surveys for pricing major consumables.
  • Contribute to the annual integrated report and ESG/Sustainability report.

Education Requirements:

  • Bachelor’s degree in Finance, Commerce, Accounting, Business Administration, or Statistics.
  • Professional qualifications such as CIMA, CPA, or ACCA.

Work Experience:

  • Minimum of 4 years of experience in Cost Accounting and Analytics.
  • Certification in Cost Control and Business Intelligence/Analytics is an advantage.

Key Competencies:

  • Strong background in costing systems.
  • Planning and organizational skills.
  • Experience with data analytics and visualization tools (e.g., Power BI).
  • Excellent report-writing and presentation abilities.
  • Strong communication and interpersonal skills.
  • Collaboration and stakeholder management skills.
  • Critical thinking and problem-solving abilities.
  • Experience with cost standards development and analysis.
  • Advanced IT skills in Excel, PowerPoint, and Word.
