About the Role
The Programme Officer will contribute to the SHE SOARS Programme, a seven-year initiative launched in 2022 and funded by Global Affairs Canada (GAC). This project aims to improve the health rights and economic empowerment of out-of-school adolescent girls aged 10-19 in Uganda, Kenya, and Zambia.

Key Responsibilities:

1. Programme Preparation and Delivery (35%):

  • Collaborate on planning and implementing programme components.
  • Lead community sensitization on Sexual and Reproductive Health and Rights (SRHR).
  • Train and support volunteers in safety, welfare, and risk management.
  • Work with district leaders on gender/youth-inclusive planning and SRHR support.
  • Prepare activity and monthly reports.
  • Oversee IGD mentors and SAA facilitators in executing dialogues and outreaches.

2. Partnership Development and Management (15%):

  • Ensure clarity of programme goals among key stakeholders.
  • Monitor activities of SAA Facilitators and mentors in Kampala.
  • Coordinate with research teams to share findings with stakeholders.
  • Prepare and submit reports to local leadership.
  • Build relationships with community leaders and health centers.

3. Volunteer Management (15%):

  • Ensure adherence to the code of conduct.
  • Report incidents per health and safety guidelines.
  • Lead welfare meetings and maintain documentation for programme auditing.

4. Financial Management (15%):

  • Work with programme and finance teams to align activities with budgets.
  • Follow financial policies and contribute to reporting updates.

5. General Duties (10%):

  • Support weekend or holiday activities, with time off in lieu.
  • Engage in other duties as required.

Skills and Experience:

Essential:

  • Bachelor’s degree or diploma in social work or related field.
  • 1-2 years of experience with programme teams.
  • Proven budget management and reporting skills.
  • At least 2 years of experience in SRHR programme delivery.
  • Ability to ride a motorcycle with a valid permit.

Desirable:

  • Strong communication and interpersonal skills.
  • Fluency in English; knowledge of local dialects like Luganda is an advantage.
  • Understanding of gender mainstreaming and youth civic participation.
  • Experience in risk mitigation and response management.
