Job Summary:
The Finance and Administration Officer will manage financial and administrative duties including bookkeeping, financial documentation, report drafting, procurement, and logistics in compliance with USAID Activity guidelines and ActionAid International Uganda (AAIU) policies and procedures.
About the Citizens’ Action Against Corruption Activity:
Corruption in Uganda remains a major challenge, driven by impunity and permissive social norms. Citizens’ Action Against Corruption aims to empower citizens to lead the fight against corruption and promote accountability. This USAID-supported project will operate from Kampala, Gulu, Kapchorwa, and Kumi, and focus on engaging citizens in anti-corruption efforts. AAIU is seeking to fill nine positions for this Activity.
Key Responsibilities:
- Payment and Financial Transactions Examination: Verify payment requests and ensure compliance with USAID guidelines and AAIU finance and procurement policies.
- Financial Record Keeping: Maintain up-to-date financial records, process payments, receipts, and staff accountabilities, manage web banking, and update the cash position.
- Budgeting: Participate in budgeting activities, track budget performance, and provide updates to the project team and Finance Manager.
- Financial Reconciliation: Monitor and reconcile financial records in compliance with donor guidelines, AAIU policies, and statutory requirements.
- Audit Support: Assist in preparing audit schedules, responding to audit queries, and resolving issues raised by auditors.
- Procurement: Develop and implement annual procurement plans, coordinate procurement procedures, evaluate bids, and manage supplier relationships, ensuring adherence to USAID guidelines and AAIU policies.
Qualifications:
- Education: A bachelor’s degree in Commerce, Business Administration, Financial Management, or Accounting from a recognized university. ACCA or CPA certification and training in donor regulations are required.
- Experience: At least 3 years of relevant work experience in an NGO. Experience with USAID projects is an added advantage.
- Skills & Competencies:
- Proficiency in computerized accounting systems (e.g., SUN 6.3).
- Strong integrity, analytical, interpersonal, and communication skills.
- Effective documentation and record management.
- Ability to promote AAIU policies and uphold feminist leadership principles.
- Knowledge of data protection and confidentiality.
