The Infectious Diseases Institute (IDI), established within Makerere University, is a Ugandan not-for-profit organization focused on strengthening health systems in Africa, emphasizing infectious diseases through research and capacity development.

Role Overview

The Care and Treatment Officer will collaborate with facility-based teams to integrate comprehensive care and treatment services across the HIV continuum for various sub-populations. The role includes supervising HIV management systems, including logistics and supply chain, to ensure effective service delivery while promoting quality improvement initiatives.

Key Responsibilities

  • Conduct routine reviews of registers and provide ongoing clinical mentorship, coaching, and support supervision to frontline health workers to ensure adherence to current Ministry of Health guidelines.
  • Update registers (HMIS paper-based tools) and electronic medical records (EMR) for HIV care, PMTCT/EID, TB, and retention, using this data to inform decision-making.
  • Support health facility teams to initiate and document at least one Continuous Quality Improvement (CQI) project per thematic area each quarter, as well as participate in National QI initiatives and abstract writing for conferences.
  • Develop and implement retention strategies to reduce losses to follow-up and treatment interruptions for all ART, EID, and TB clients.
  • Participate in timely and accurate reporting, including weekly SMS updates, MoH & CDC data calls, and monthly and quarterly reports as mandated by funders.
  • Facilitate monthly HIV-related facility Continuous Medical Education (CME) sessions and weekly data utilization meetings or performance reviews.
  • Ensure that health facilities meet the President’s Emergency Plan for AIDS Relief (PEPFAR) targets in all thematic areas.
  • Identify eligible clients for HIV drug resistance (HIVDR) testing and engage in third-line case discussions.
  • Provide technical oversight to frontline health workers in implementing comprehensive HIV care across the HIV cascade, targeting the 95/95/95 UNAIDS goals.
  • Develop quarterly, monthly, and weekly work plans to support care and treatment service integration for allocated sites.
  • Ensure health workers are equipped with updated tools for comprehensive HIV care, TB prevention and treatment, and PMTCT/EID services.
  • Support health facilities in identifying, managing, and reporting Adverse Drug Reactions (ADRs).

Person Specification

  • Registration: Active registration with the relevant professional council is required.
  • Experience: A minimum of 2 years of relevant clinical experience in HIV/AIDS care.
  • Skills:
    • Excellent written and verbal communication skills.
    • Strong interpersonal skills with the ability to work effectively in a team setting.
