Position Summary:
The International Rescue Committee (IRC) is seeking a Senior Climate Change Mitigation and Livelihood Officer to implement ERD (Economic Recovery and Development) activities under the BPRM-funded project. The role involves supporting refugees and host communities in Palabek settlement with initiatives that enhance food and income security while promoting climate resilience and sustainability. The Senior Officer will lead ERD-related projects, provide technical support, and ensure collaboration with partners such as OPM, UNHCR, and other stakeholders.
Key Duties and Responsibilities:
Project Implementation and Sustainability:
- Design and implement interventions based on Climate Smart Agriculture, agroecology, and natural farming systems.
- Support vulnerable communities in biodiversity regeneration and restoration (e.g., agroforestry, permaculture).
- Provide expert advice on sustainable agricultural practices, including soil health, water conservation, and agroforestry.
- Develop training materials on agroecology and resilience for diverse audiences.
- Ensure high-quality implementation of livelihood and cash transfer activities, documenting results and providing feedback.
- Lead beneficiary identification and selection based on defined criteria.
- Promote modern farming techniques through training, farm visits, and demonstrations.
- Collaborate with stakeholders and integrate with other IRC sectors (e.g., WPE, ProL, Health).
Community Engagement and Advocacy:
- Coordinate field livelihood activities and develop farmers’ capacity for mixed farming and circular economy practices.
- Facilitate stakeholder engagement during planning and development meetings.
- Collaborate with communities to improve income, food security, and nutritional outcomes for children.
Stakeholder Engagement, Networking, and Collaboration:
- Engage with key stakeholders to influence, learn, and develop resources.
- Represent IRC in inter-agency forums and build relationships with key partners and government counterparts.
- Collaborate with District Local Government, OPM, UNHCR, and other stakeholders.
Documentation, Reporting, and Knowledge Management:
- Maintain records of activities, training, and production activities.
- Write accurate and timely reports and submit them to the ERD Manager.
- Collect and report on relevant data during project implementation and assessments.
- Profile all beneficiaries and track the support they receive.
- Participate in monthly/quarterly reflection meetings with consortium partners and community dialogues.
Safeguarding and Child Protection:
- Monitor child wellbeing and report incidents of abuse.
- Work with local leaders to protect children and sensitize stakeholders on child rights.
Minimum Qualifications:
- Bachelor’s degree in agriculture, animal science, environmental science, forestry, or a related field.
- At least 5 years of experience in a similar role.
- Experience in the local context of West Nile or Northern Uganda is an added advantage.
- Proficiency in computer applications (Word, Excel, PowerPoint, Outlook).
- Strong facilitation and training skills.
- Excellent writing and reporting skills.
- Valid motorcycle riding license.
- Experience with cash transfer interventions, entrepreneurship, and agribusiness skills.
