Job Overview:

The Environment Engineering Officer will be responsible for technical quality assurance and due diligence of all engineering activities within the Uganda Refugee Resilience Initiative (URRI) across six districts. This role involves ensuring the quality of landscape projects, conducting hydrological assessments, and providing support to local partner organizations. Additionally, the officer will be contributing directly to enhancing climate resilience and sustainable environmental management.

Key Responsibilities:

  • Prepare engineering designs, drawings, BOQs, and supervise the construction of landscape projects.
  • Conduct technical assessments, monitor material quality, and oversee project activities in coordination with district focal persons.
  • Perform hydrological assessments for landscape programs within selected micro-catchments.
  • Supervise technical aspects of forestry and land restoration activities.
  • Implement environmental risk management and water conservation structures.
  • Coordinate with District Technical Planning Committees (DTPC) and train contractors for high-quality project delivery.
  • Monitor and supervise construction projects, ensuring quality and timely completion.
  • Facilitate training for Project Management Committees (PMCs) and Project User Committees (PUCs) alongside district teams.
  • Support staff development and management, particularly for Water Engineering Assistants.
  • Prepare and provide data for donor reports and participate in project evaluations.
  • Adhere to DRC’s code of conduct and contribute to additional tasks as required.

Required Qualifications:

  • Experience:
    • Minimum of five years of relevant professional experience in environmental or water engineering.
    • Experience with at least 3 engineering projects, donor-funded projects, and working with international NGOs.
    • Familiarity with the Northern Uganda context.
  • Education:
    • Bachelor’s degree in Environmental Engineering, Water Engineering, Civil Engineering, or a related field.

Desirable Skills:

  • Commitment to gender equality and inclusivity.
  • Strong analytical, communication, and negotiation skills.
  • Ability to work independently and prioritize tasks under minimal supervision.
  • Experience in Integrated Water Resources Management (IWRM), climate change adaptation, biodiversity conservation, and sustainable energy access.
  • Excellent teamwork and interpersonal skills.

Work Conditions:

  • Work Hours: 8 hours per day.
  • Experience Required: 60 months.
