Job Summary:
Under the supervision of the Country Director, the Chief of Party (CoP) will provide strategic leadership and operational management for the Citizens’ Action Against Corruption activity. The CoP will lead a team of experts, manage sub-awardees, and ensure the smooth planning, implementation, budget monitoring, and stakeholder engagement for the project. They will represent the activity to USAID/Uganda, the Government of Uganda (GOU), donors, and other key stakeholders, ensuring timely and accurate reporting of all project activities.
About the Project:
The Citizens’ Action Against Corruption activity addresses Uganda’s pervasive corruption, driven by citizen apathy and social norms that allow corruption to thrive. The project focuses on strengthening accountability systems, empowering citizens to lead anti-corruption efforts, and promoting positive social norms to make a sustainable impact in the fight against corruption.
Key Responsibilities:
- Leadership and Management:
- Lead and manage the implementation of the Citizens’ Action Against Corruption project.
- Oversee planning, coordination, and management of sub-awardees.
- Ensure the achievement of project goals through effective leadership of the project team.
- Stakeholder Engagement:
- Serve as the primary representative of the project to USAID, GOU, other donors, and stakeholders.
- Build relationships with key partners, including government officials, NGOs, and community-based organizations.
- Monitoring, Evaluation, and Reporting:
- Oversee financial controls and risk management.
- Ensure timely, accurate reporting to USAID and other stakeholders.
- Facilitate learning, adaptive management, and stakeholder engagement.
- Program Coordination:
- Manage budgets, work plans, and ensure timely delivery of results.
- Conduct risk assessments and implement mitigation strategies.
Qualifications and Experience:
- Education:
- Master’s degree (or equivalent) in Political Science, Public Administration, Political Economy, Law, Development Studies, Public Policy, Governance, or related fields.
- Experience:
- At least 8 years’ experience managing governance, accountability, or civic engagement programs.
- Proven leadership working with diverse stakeholders, including government agencies, NGOs, and community groups.
- Experience with USAID-funded projects is highly preferred.
- Skills:
- Strong verbal and written communication skills.
- Expertise in human rights-based approaches, power analysis, or participatory methodologies.
- Strong leadership, organizational, and people management abilities.
- Financial oversight skills and experience with donor and government requirements.
- Ability to work in high-pressure environments and manage competing priorities.
- Proficiency in Microsoft Office applications.
- Other Requirements:
- Demonstrated success in managing technical and administrative teams.
- Ability to travel to field offices as needed.
