Job Summary:
The Ministry of Water and Environment (MWE) seeks to recruit a Project Accountant for the “Strengthening the Adaptive Capacity and Resilience of Communities in Uganda’s Watersheds” Project. The Project Accountant will ensure efficient management of project resources for timely implementation of activities in line with the project’s Financial Management Manual. This project is financed by the Global Environment Facility (GEF) through the Least Developed Countries Fund (LDCF), with the MWE serving as the executing agency.
Responsibilities:
- Provide overall leadership to the Finance department.
- Prepare the Project Annual Work Plan and Budget.
- Enforce the approved Annual Work Plan and Budget in line with the Bank’s project finance management manual and guidelines.
- Manage project accounts and process all accounting transactions, including payroll and operating expenses.
- Prepare disbursement requests and justification of funds utilization.
- Maintain proper records and files with supporting documents.
- Reconcile and review cash at the bank and on hand.
- Ensure adherence to internal control procedures at all levels.
- Prepare and submit quarterly interim and annual financial reports in a timely manner.
- Facilitate project audits by internal and external auditors.
- Advise the project coordinator on financial matters.
- Execute any other project-related assignments as required.
Qualifications and Experience:
- University degree (Hons) in accounting, preferably Bachelor of Commerce or Bachelor of Business Administration with an accounting option.
- Full professional qualifications in accounting such as CPA or ACCA are required.
- A Master’s degree in Business Administration (MBA) is an added advantage.
- Minimum of 10 years of experience in financial and accounting work, preferably in the water and environment sector.
- Experience with AfDB procedures and other donor-funded programs (e.g., IFAD, USAID, KFW) is essential.
- In-depth knowledge of the Public Finance Management Act (PFMA).
- Excellent communication, writing, and presentation skills.
- Strong teamwork abilities.
- Ability to meet objectives within specified timeframes.
- High degree of integrity.
- Proficiency in the English language is required.
