Job Summary:
The Head of Regulatory Services will oversee regulatory engagements with key stakeholders including the Electricity Regulatory Authority (ERA), Uganda Electricity Transmission Company (UETCL), Ministry of Energy & Mineral Development (MEMD), and other governmental and development entities. The role involves managing tariff and license matters, approving investments, and handling all commercial regulatory matters to ensure compliance and support UEGCL’s long-term financial sustainability.

Key Duties and Responsibilities:
Corporate & Consumer Affairs Regulation:
- Coordinate regulatory engagements with ERA, UETCL, sector players, and government entities.
- Provide input on communication to the public and stakeholders on regulatory matters.
Economic Regulation:
- Lead the preparation and submission of tariff applications and quarterly reports for UEGCL-operated power plants.
- Handle quarterly and annual tariff indexations and advise management on financial implications.
- Ensure the timely recovery of UEGCL’s revenue requirements from UETCL.
- Support tariff models and negotiations for new Power Purchase Agreements (PPAs).
- Maintain financial and economic performance statistics in line with tariff parameters set within licenses.
- Oversee research aimed at improving regulatory performance.
Financial Regulations:
- Oversee submission and approval of annual investment plans for UEGCL power plants.
- Ensure that investments are well documented and verified by ERA.
- Reconcile companywide regulated investments.
Technical Regulations:
- Coordinate submission of technical standards and reports to ERA.
- Participate in the review of technical standards and ensure regulatory compliance.
- Liaise with technical departments to ensure compliance with technical regulations.
Legal Regulation:
- Maintain records of regulatory submissions and approvals, including licenses and tariff financial models.
- Collaborate on the review and negotiation of PPAs and licenses.
- Work with legal advisors on regulatory matters.
Administration:
- Determine human resource needs and participate in recruitment for the unit.
- Manage staff performance and development.
- Develop and manage the unit’s annual operating plan and budget.
Qualifications, Skills, and Experience:
Education and Professional Requirements:
- Upper second Bachelor’s degree in Economics, Finance, Accounts, Business Administration, Engineering, or Energy Management is required.
- Professional certification such as ACCA, CPA, or CFA is an added advantage.
- A Master’s degree in Business Administration, Accounting, Engineering, Management, or a related field is required.
Related Job Experience:
- At least seven (7) years of relevant work experience in the energy, utility, or regulated sector.
- A minimum of three (3) years of experience in a senior/managerial position handling regulatory services.
- Experience working with regulatory authorities is an added advantage.
- Strong regulatory expertise, financial acumen, project management skills, and communication abilities are essential.
