Job Summary:

The Accountant will be responsible for providing efficient and effective accounting services to the British High Commission Kampala (BHC). This role involves ensuring compliance with FCDO financial policies and regulations, supporting the Finance team, and contributing to financial reporting and management.

Roles and Responsibilities:

  • Support budget holders to comply with GTPC guidelines for distribution sets, invoices, debit/credit memos, miscellaneous receipts, and network post accounts (NPAs).
  • Ensure regular reconciliation of balance sheet accounts using the Transactions Available for Reconciliation (TAR) report.
  • Prepare prompt and accurate reports on NPAs, Imprest Audit Returns (IAR), bank account audits, and tax reconciliation to support decision-making.
  • Implement end-of-month procedures, including resolving issues on the Invoice on Hold (IOH) report to maintain excellent financial performance and compliance scores.
  • Conduct value-for-money (VFM) verification checks for each transaction and ensure adherence to GTPC guidelines.
  • Manage the cash office, ensure funds availability, and verify payment files.
  • Act as the main contact for transaction queries and manage relationships with the GTPC.
  • Ensure prompt collection and reconciliation of staff debts, and assist in cash funding forecasts.
  • Monitor liquidity levels, prepare funding forecasts for the financial year, and supply this information to the regional account manager.
  • Cover for the CSO finance officer by submitting payroll data and processing statutory payments (NSSF).
  • Manage bank relationships, reconcile statements, and ensure bank requirements are met.
  • Manage Uganda Revenue Authority (URA) relationships and handle BHC tax returns, VAT, and fuel duty claims.
  • Support the Finance Analyst with spot checks, due diligence, and mock audits.
  • Participate in cross-cutting Finance team activities including annual budgeting, gap analysis, and finance clinics.

Essential Qualifications, Skills, and Experience:

  • A university degree or technical college degree in Accounting, Finance, Business Administration, or at least 3 years of professional experience in finance and accounting.
  • Ability to present financial information clearly, both verbally and in writing, to aid decision-making.
  • Experience in developing systems and processes to meet business and user needs.

Desirable Qualifications, Skills, and Experience:

  • Experience with Microsoft Office, especially Excel, and ERP-based accounting systems.
  • Strong organizational and time-management skills with attention to detail.
  • Strong interpersonal and communication skills.
