About UNCDF:

The United Nations Capital Development Fund (UNCDF) aims to make public and private finance work for the poor in the world’s least developed countries. UNCDF provides finance models that support poverty reduction and local economic development.

Key Duties and Responsibilities:

Monitoring and Measurement:

  • Implement the results measurement framework for UNCDF IDE Uganda.
  • Maintain a system to aggregate program results and analyze performance for strategic decision-making.
  • Develop indicators, set targets, baselines, and monitoring tools for interventions.
  • Conduct field visits, interviews, validation of reports, spot checks, and evaluations.
  • Plan and manage quantitative and qualitative research to inform priorities and capture program impact.
  • Lead reviews and evaluations for country-specific programs.
  • Train team members and partners on measurement tools and processes.
  • Support annual planning and budgeting processes.

Program Design:

  • Assist in formulating and revising country strategies.
  • Contribute to designing new programs by developing theories of change and aligning with development priorities.

Reporting and Knowledge Sharing:

  • Contribute to progress reports and donor communications.
  • Assist in producing knowledge products to share program results and insights.
  • Contribute to annual monitoring and reporting related to the UN Sustainable Development Cooperation Framework (UNSDCF).
  • Lead reporting to the Integrated Results and Resources Matrix (IRRM) of the UNCDF Strategic Framework 2022-2026.

Qualifications and Experience:

  • Age Eligibility: 18 – 80
  • Nationality: Must be a Ugandan national or legal resident.
  • Required Experience:
    • Minimum of 7 years of experience in results measurement in a development context.
    • At least 3 years of experience in qualitative and quantitative research.
    • Experience in Market Systems Development and digital/financial inclusion is an asset.
    • Strong drafting, reporting, and communication skills.
  • Education:
    • Master’s degree or equivalent in Economics, Monitoring and Evaluation, Public/Business Administration, Social Sciences, or related fields. Equivalent experience is also acceptable.
