About MJAP:

Makerere University Joint AIDS Program (MJAP) is a private not-for-profit organization working to strengthen health systems in Africa, particularly in response to HIV/AIDS, TB, Non-communicable diseases (NCDs), and other public health concerns. MJAP is currently implementing a sub-award grant from Reach Out Mbuya with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) in the Kampala region.

About the USAID Project:

The USAID Local Partner Health Services East Central – Transition project is funded by USAID to support health facilities and communities in 12 districts of Uganda, including Jinja City. This project aims to implement quality Integrated HIV/AIDS and TB services, contributing to epidemic control.

Job Summary:

The Procurement Assistant will review and monitor the procurement process, ensuring the availability of quality goods and services at competitive prices in line with MJAP’s mission and procurement guidelines.

Key Duties and Responsibilities:

  • Implement MJAP procurement policy in compliance with national laws (Public Procurement and Disposal of Public Assets Act).
  • Provide technical support to user departments in developing purchase specifications.
  • Assist in consolidating Procurement Plans and maintaining the procurement tracker.
  • Prepare bidding documents, manage bid submissions, and communicate awards per MJAP procurement rules.
  • Organize contract negotiations with shortlisted suppliers.
  • Implement a contract management system, including updating the Contracts Registry.
  • Support contract management for various user departments.
  • Take and file minutes during Evaluation and Contracts Committee meetings.
  • Prepare purchase orders and contracts as per MJAP guidelines.
  • Follow up on supplier deliveries and provide progress updates to users.
  • Maintain physical and electronic procurement records.
  • Prepare vendor payment requests with all supporting documentation.

Qualifications, Skills, and Experience:

  • A Bachelor’s degree in Procurement or equivalent from a recognized institution.
  • Professional qualification in procurement (e.g., CIPS) or a postgraduate qualification in procurement is an added advantage.
  • At least three years’ experience in project procurement with knowledge of USG and UG procurement procedures.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and E-Procurement.
  • Excellent communication skills, strong management, and analytical skills.
  • A team player with a high level of integrity and attention to detail.
