Job Description:
The Officer Spectrum Investigations is responsible for resolving technical issues related to interference complaints, monitoring spectrum usage, and ensuring the maintenance and calibration of monitoring equipment. This role will include both investigative tasks and hands-on technical work.
Reports to: Senior Officer Spectrum Utilisation
Key Responsibilities:
- Participate in operating a 24/7 spectrum monitoring system.
- Investigate and resolve cases of harmful interference in accordance with the department’s frameworks.
- Prepare reports for enforcement action on illegal or unauthorized radio stations/installations.
- Proactively conduct spectrum scans to monitor and resolve interference cases.
- Perform regular testing, troubleshooting, and maintenance of radio frequency monitoring equipment.
- Support the development and implementation of radio monitoring strategies and procedures.
- Perform additional tasks as assigned by the supervisor.
Key Performance Indicators:
- Uptime of the 24/7 spectrum monitoring system.
- Timely resolution of interference cases.
- Quality of reports on illegal operators.
- Regularity of spectrum scans.
- Mean time between failures of monitoring equipment.
- Calibration status of measuring equipment.
Qualifications, Skills, and Experience:
- Education:
- Bachelor’s degree in Telecommunications, Electronic, Electrical, Radio Communications Engineering, or a related field.
- Experience:
- Minimum of 2 years of experience in radio frequency planning or radio frequency communications in telecommunications or the ICT sector.
- Membership in the Uganda Institute of Professional Engineers (UIPE).
- Skills and Abilities:
- Technical:
- Strong technical knowledge of radio communications, radio wave propagation theory, and radio channel characteristics.
- Competent in computer and analytical skills.
- Attention to detail and systematic troubleshooting abilities.
- Behavioural:
- High tolerance for change, complexity, and unpredictability.
- Excellent communication and openness in sharing information.
