Job Description:
The Officer Competition Affairs will be responsible for monitoring and promoting competitive practices within the communications sector, ensuring regulatory compliance and fostering a fair marketplace for stakeholders.

Reports to: Senior Officer Licensing and Compliance

Key Responsibilities:

  • Conduct market definition and dominance assessments to ensure a competitive industry landscape.
  • Perform compliance risk assessments to address potential market issues.
  • Review and advise on operator agreements to ensure compliance with competitive practices.
  • Assist in developing regulatory frameworks and guidelines to support fair competition.
  • Support licensing advisory services to align with competition laws and policies.
  • Conduct field inspections, audits, and monitoring to ensure adherence to competition regulations.
  • Support projects related to mergers and acquisitions and assess their market impact.
  • Ensure quality of service (QoS) standards are maintained in line with market competition requirements.
  • Perform any other duties assigned by the supervisor.

Key Performance Indicators:

  • Compliance rate with competition policies and regulations.
  • Effectiveness of market analysis and risk assessments.
  • Successful resolution of competition-related disputes.
  • Timely completion of projects and assessments.

Qualifications, Skills, and Experience:

  • Education:
    • Bachelor’s degree in Economics, Law, Business, or a related field.
  • Experience:
    • Minimum of 2 years in a competitive analysis or regulatory role within the communications sector.
  • Skills and Abilities:
    • Technical: Strong analytical skills, attention to detail, proficiency in database management, and project management skills.
    • Behavioural: Excellent negotiation, conflict resolution abilities, independent judgment, and decision-making skills.
