Job Description:
The Officer Competition Affairs will be responsible for monitoring and promoting competitive practices within the communications sector, ensuring regulatory compliance and fostering a fair marketplace for stakeholders.
Reports to: Senior Officer Licensing and Compliance
Key Responsibilities:
- Conduct market definition and dominance assessments to ensure a competitive industry landscape.
- Perform compliance risk assessments to address potential market issues.
- Review and advise on operator agreements to ensure compliance with competitive practices.
- Assist in developing regulatory frameworks and guidelines to support fair competition.
- Support licensing advisory services to align with competition laws and policies.
- Conduct field inspections, audits, and monitoring to ensure adherence to competition regulations.
- Support projects related to mergers and acquisitions and assess their market impact.
- Ensure quality of service (QoS) standards are maintained in line with market competition requirements.
- Perform any other duties assigned by the supervisor.
Key Performance Indicators:
- Compliance rate with competition policies and regulations.
- Effectiveness of market analysis and risk assessments.
- Successful resolution of competition-related disputes.
- Timely completion of projects and assessments.
Qualifications, Skills, and Experience:
- Education:
- Bachelor’s degree in Economics, Law, Business, or a related field.
- Experience:
- Minimum of 2 years in a competitive analysis or regulatory role within the communications sector.
- Skills and Abilities:
- Technical: Strong analytical skills, attention to detail, proficiency in database management, and project management skills.
- Behavioural: Excellent negotiation, conflict resolution abilities, independent judgment, and decision-making skills.
