Key Responsibilities:

  1. Implement Design and Assessment:
    • Conduct LEAP 3 assessment process for Lori Assessment and Design Project.
    • Lead and facilitate program assessments and designing of new Area Programme.
    • Develop assessment and design Terms of Reference (ToR) and data collection tools.
    • Analyze primary and secondary data to inform potential interventions.
    • Facilitate capacity building of partners on design, operations research, and documentation.
    • Engage stakeholders to learn about Child Wellbeing Situations and community needs.
  2. Guide AP Programme Planning and Development:
    • Support the design processes of critical path steps and generate reports.
    • Assist in AP scheduled assessments, TDI measurements, and designs.
    • Facilitate development of AP design documents and annual work plans.
  3. Partnership Engagement and Mapping:
    • Mobilize grassroots organizations, churches, and civil society organizations.
    • Engage government institutions and technical staff in program planning and implementation.
    • Mobilize community participation in program/project planning, development, and monitoring.
  4. Progress Reporting:
    • Prepare various assessment reports, critical path steps reports, and community engagement meeting reports.
    • Develop narratives, log-frames, and budgets for identified projects.
    • Lead community engagement process for child sponsorship and registration.
  5. Ensure Quality and Timely Communication:
    • Support the development of a communication plan tailored for local stakeholders and partners.
    • Engage communities in sponsorship management processes and child registration.
    • Facilitate the formation of community volunteer associations and networks on child wellbeing.
  6. Child Protection:
    • Identify wellbeing concerns and child protection needs/abuse cases.
    • Work with local leaders to protect children from violations and abuses.
    • Sensitize children and stakeholders about children’s rights and responsibilities.

Qualifications and Skills:

  • Bachelor’s degree in Social Sciences, Humanities, Economics, Statistics, or related field; Master’s degree preferred.
  • Minimum 3 years of experience in project design, management, planning, and budgeting.
  • Experience in community engagement, project planning, and proposal development.
  • Strong understanding of logical framework and theory of change.
  • Knowledge of monitoring and evaluation, assessment processes, and data analysis.
  • Excellent interpersonal and communication skills.
  • Ability to manage business processes in large organizations.
  • Experience with assessment processes and project/program design preferred.
  • Membership in Uganda Evaluation Association and postgraduate training in Monitoring and Evaluation is an advantage.
  • Proficiency in qualitative and quantitative data analysis.
  • Valid motorcycle riding permit required.

Work Environment:

  • Rural setting in Lori Sub County, Yumbe District, Uganda.
  • Requires motorcycle riding for long distances to access World Vision Cluster Officer.
