Overview & Responsibilities
Organizational Context
The IDLO Finance Department is crucial to the country team, ensuring financial integrity, transparency, and accountability in executing donor-funded projects. The department values producing accurate and auditable financial reports for stakeholders.
Reporting to the Finance & Administration Manager, the Finance Officer will provide financial and administrative services with high accuracy and consistency. The role involves close coordination with the country-based Procurement and Programmes team.
Primary Functions
Program Financial Budgeting, Monitoring, and Reporting
- Collaborate with the Finance & Administration Manager and Program team to monitor financial aspects of Program activities per approved documents and IDLO Rules and Regulations.
- Prepare and submit all financial information, reports, and documentation timely.
- Assist in preparing Program-specific and annual budgets, and assess financial plans and reports.
- Process payments for contracted consultants/experts.
- Support the Procurement Associate in reviewing procurement analyses before approval.
- Assist the Transport and Logistics Associate with reviewing VAT claims and other refundable taxes.
Organizational-Related Finance and Accounting
- Ensure execution of all IDLO financial policies, systems, and procedures.
- Prepare monthly cash replenishment in line with program forecasts.
- Manage office petty cash.
- Update and report on the country office finance performance and prepare required financial statements.
- Prepare payroll for locally recruited employees, monitor advances, and support monthly book closure in Navision.
- Compile and analyze account information; manage the program assets register.
- Facilitate internal and external audits.
- Liaise with IDLO bankers in the country and act as a bank agent where authorized.
Sub-grants Monitoring
- Support sub-granting processes, monitoring, and management systems.
- Maintain sub-grant tracking sheet and filing system.
- Review sub-grant monitoring reports and prepare management summaries for discussion.
- Liquidate all accountabilities for funds advanced to sub-grantees.
Office Administration
- Ensure smooth day-to-day running of the Country office.
- Manage logistics, communication, contracting, and payment of service providers.
- Ensure adherence to IDLO logistics, travel, and security procedures.
Job Requirements
Academic Qualifications
- University degree in Business Administration, Finance, Accounting, or a related field.
- Professional accounting qualifications (CPA / ACCA).
Languages
- Fluent oral and writing skills in English.
Work Experience
- Minimum five years of relevant professional experience in financial management and administration.
- Experience with international organizations is advantageous.
- Proficiency with ERP systems, preferably MS NAVISION.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
- Advanced knowledge of Microsoft Excel and other relevant software.
- Experience in donor budgeting and reporting.
- Ability to work under pressure and tight deadlines.
- Strong interpersonal, organizational skills, and attention to detail.
- Enthusiastic, proactive, and self-motivated.
- Commitment to IDLO’s mandate and ethical standards.
Terms & Conditions
- Affiliate contract of 6 months, with a possibility of extension.
- Yearly basic salary of UGX 119,140,955.
- Medical insurance and leave entitlements.
