About STAR Project:
The Strengthening Agribusiness Resilience and Competitiveness (STAR) project, financed by the Korea International Cooperation Agency (KOICA), is implemented by ITC from 2022 to 2026. The project aims to increase resilience to natural disasters and the competitiveness of producers and MSMEs in ten districts in Northern and North-Eastern Uganda, focusing on cassava, shea, and oilseed value chains.
Job Summary:
The International Trade Centre (ITC) seeks a highly motivated agribusiness or climate professional to manage the implementation of a four-year project targeting agribusinesses and farmers in Northern and Northeastern Uganda. The position, based in Kampala with frequent travel to these regions, reports to the project manager at ITC HQ in Geneva and involves technical lead and programme coordination with government counterparts, private sector partners, and implementing partners.
Key Duties and Responsibilities:
Under the direct supervision of the Senior Programme Assistant at HQ, the Programme Assistant will:
- Provide operational and administrative support to project planning and implementation activities.
- Research, compile, analyze, summarize, and present basic information/data on specific programmes/projects.
- Assist in programme/project planning and preparation, monitor status, and ensure necessary approvals.
- Prepare and review project operations budget estimates, proposing adjustments as necessary.
- Monitor project implementation, update and track data, identify operational issues, and initiate follow-up actions.
- Prepare revised budget estimates, monitor expenditures and obligations, verify fund availability, and initiate financial authorizations using the ERP system.
- Serve as the focal point for coordination, monitoring, and operational rollout of project implementation activities.
- Prepare and maintain files and internal databases, generating reports and other materials as needed.
- Draft correspondence and communications related to project activities and coordinate the review and clearance process of communication materials.
- Provide guidance and training to new personnel, including National Consultants and Individual Contractors.
- Support the national project team in mobilizing potential beneficiaries, national government entities, Business Support Organizations (BSOs), local service providers, and other relevant stakeholders.
- Perform other duties as required.
Key Deliverables and Monitoring/Progress Controls:
- Provide reliable assistance in coordinating programme/project planning and implementation.
- Demonstrate understanding of the context of programmes/projects and issues in the assigned area.
- Show initiative in identifying and resolving issues/problems, producing accurate reports, records, and data.
- Consistently apply appropriate policies, guidelines, and procedures.
- Effectively and timely liaise and interact with colleagues and concerned parties internally and externally.
Qualifications, Skills, and Experience:
- Experience: At least seven (7) years of relevant experience in programme or project administration, technical cooperation, or a related area. The experience requirement can be reduced to five (5) years for candidates with a first-level university degree or higher.
- Desirable Experience: Experience working in development programmes/projects, NGOs, development agencies, United Nations agencies, government ministries, embassies, or other diplomatic offices.
- Languages: Advanced knowledge of English. Knowledge of local languages is an advantage.
Competencies:
- Professionalism: Understanding of communication protocols and UN rules and regulations. Knowledge of UMOJA or similar ERP systems is desirable. Ability to identify and resolve issues/problems and work well with figures.
- Communication: Clear and effective speaking and writing; good listening skills; openness in sharing information.
- Teamwork: Collaborative work style, valuing others’ ideas and expertise, willing to learn from others.
- Planning & Organizing: Develops clear goals, prioritizes activities, allocates time and resources effectively, foresees risks, monitors plans, and uses time efficiently.
