ITC provides tailored support through advisory services, capacity building, training, mentoring, and various tools and publications to enhance trade intelligence, strengthen trade support institutions, and build the export capacity of enterprises.
About the STAR Project:
The Strengthening Agribusiness Resilience and Competitiveness (STAR) project, financed by the Korea International Cooperation Agency (KOICA), aims to increase resilience and competitiveness of producers and MSMEs in Northern and North-Eastern Uganda by 2026. The project focuses on the cassava, shea, and oilseed value chains, working with all actors along these chains.
Job Summary:
The Programme Operations Assistant will manage the implementation of a four-year agribusiness project targeting agribusinesses and farmers in Northern and Northeastern Uganda. This role involves frequent travel to these regions and entails coordinating activities with government counterparts, private sector partners, and implementing partners.
Key Duties and Responsibilities:
- Operational and Administrative Support: Provide support to project planning and implementation activities, coordinating administrative processes in accordance with ITC/UN processes, rules, and regulations.
- Research and Data Analysis: Compile, analyze, and present information/data on specific programmes/projects.
- Project Planning and Monitoring: Assist in the preparation and monitoring of project documents and operations budgets, ensuring timely submission and review.
- Implementation Monitoring: Monitor project implementation processes and schedules, identifying and resolving operational issues.
- Budget Management: Prepare revised budget estimates, monitor expenditures and obligations, and ensure financial authorizations for expenditures are processed.
- Coordination and Liaison: Serve as a focal point for project implementation activities, coordinating with national project teams and ITC HQ, managing administrative actions such as recruitment, travel arrangements, and procurement.
- Documentation and Reporting: Maintain and update project files and databases, prepare various reports and background materials, and draft communications related to the project.
- Guidance and Support: Provide onboarding information and training to new personnel, including National Consultants and Individual Contractors.
- Stakeholder Engagement: Support activities related to mobilizing project beneficiaries and liaising with government entities, BSOs, local service providers, and other stakeholders.
- Other Duties: Perform additional tasks as required.
Key Deliverables and Monitoring:
- Provide reliable assistance in project planning and implementation.
- Demonstrate an understanding of programme/project contexts and issues.
- Identify and resolve issues proactively, ensuring accurate and timely work.
- Apply policies, guidelines, and procedures effectively.
- Liaise and interact effectively with internal and external stakeholders.
Qualifications, Skills and Experience:
- Experience: At least seven years of relevant experience in programme or project administration, technical cooperation, or a related area. A first-level university degree or higher can reduce the required experience to five years.
- Desirable Experience: Experience in development programmes/projects, with NGOs, UN agencies, government ministries, or diplomatic offices.
- Language: Advanced knowledge of English. Knowledge of local languages is an advantage.
- Technical Skills: Knowledge of UN rules and regulations, UMOJA or similar ERP systems, and ITC core values (Professionalism, Integrity, Respect for Diversity).

- Professionalism: Knowledge of programme/project administration, implementation, and evaluation. Ability to identify and resolve issues, work with figures, and conduct basic research.
- Communication: Clear and effective communication skills, openness to two-way communication, and information sharing.
- Teamwork: Collaborative working style, valuing others’ input, and supporting team decisions.
- Planning & Organizing: Ability to set clear goals, prioritize tasks, allocate time efficiently, foresee risks, and adjust plans accordingly.
