Job Title: Assistant Project Control Officer
Location: Mbarara, Uganda

Organizational Setting and Work Relationships:
The Assistant Project Control Officer is part of the multi-functional team within Sub-Office Mbarara, responsible for providing substantive support, guidance, and oversight on the effective management of partnerships and direct implementation arrangements. They ensure compliance with UNHCR’s financial rules, policies, and regulations, promoting dialogue and consultations for strengthening partnerships.

Duties:

  • Participate in the annual assessment and planning cycle.
  • Review project agreements to ensure conformity with Country Operation Plans and UNHCR’s rules, policies, and procedures.
  • Formulate and implement performance project monitoring plans.
  • Develop direct implementation monitoring plans.
  • Support Programme Unit in selecting implementation modalities.
  • Track project and direct implementation risks and report major risks to senior management.
  • Review and verify Financial and Performance Partner Reports.
  • Monitor expenditure for direct implementation by UNHCR.
  • Conduct reviews of partners’ internal control systems and provide advice.
  • Provide input on identified variants, risks, and issues to partners and escalate as required.
  • Support timely project closure.
  • Provide input to mid- and end-year programme review processes.
  • Maintain professional relationships with partners and UNHCR contractors.
  • Keep up-to-date with UNHCR rules, regulations, and procedures.
  • Support identification and management of risks and opportunities.
  • Perform other related duties as required.

Minimum Qualifications:

  • For P1/NOA: 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree.

Certificates and/or Licenses:

  • Accounting, Auditing, Finance (CPA/CIA or equivalent).

Relevant Job Experience:

  • Good knowledge of international auditing standards.

Functional Skills:

  • Financial auditing, Project Monitoring, International Auditing Standards, Data Collection and Analysis, Reporting skills, Monitoring and Evaluation.

Language Requirements:

  • Knowledge of English and UN working language of the duty station if not English.

Operational context:

  • Sub-Office Mbarara is located in Mbarara City in the South-West part of Uganda. It is about 268 km (5 hours) from Kampala, the capital city. The security situation is generally calm and peaceful. The office covers 5 offices, 5 settlements, 4 Transit centres, and more than 550,000 FDSPs.

Living and Working Conditions:

  • Mbarara offers family duty station accommodation, medical services, supermarkets, banking facilities, and schools. International schools are available in Kampala.
