Program Overview: The DAAD Helmut-Schmidt-Programme, also known as Public Policy and Good Governance, aims to support future leaders from developing countries who aspire to promote democracy and social justice in their home countries. Funded by the German Federal Foreign Office, this program offers the opportunity to pursue a Master’s degree in programs relevant to social, political, and economic development.
Eligibility:
- Graduates from developing and emerging countries with a bachelor’s degree or equivalent.
- Demonstrated commitment to contributing to the social, political, and economic development of their home countries/regions.
- Practical experience relevant to the program (professional experience, internships, political/social commitment).
Program Details:
- Academic education in selected master’s courses will commence from September/October 2025.
- Courses have an international focus and are primarily offered in English.
- Scholarship holders benefit from support services provided by program coordinators and participation in events and seminars.
Formal Requirements:
- Candidates with a master’s degree must justify their need for another postgraduate degree.
- Last university degree should not be older than six years.
- Candidates who have spent more than 15 months in a country not listed on the DAC list are not eligible.
Benefits:
- Monthly scholarships of €934 for master’s courses at German higher education institutions.
- Health insurance coverage in Germany.
- Travel allowances between Germany and respective developing/emerging countries.
- Study and research grants, rent subsidies, and family supplements.
- Preceding German language course in Germany (mandatory, up to 4 months).
Selection Criteria:
- Selection committee comprising professors from participating master’s courses and DAAD representatives.
- Evaluation based on academic, professional, and personal motivation, as well as practical experience and grades.
Application Documents:
- Checklist and list of criteria (signed by hand).
- DAAD application form.
- Letter of motivation (max. two pages) explaining the choice of master’s courses and how they will advance academically and professionally.
- Curriculum vitae (in Europass format).
- Copies of higher education degree certificates and transcripts.
- Confirmations of relevant professional experience or internships.
- Proof of English language skills.
- Written reference from current employer or university lecturer.
